3. Minutes and Matters Arising
   1. To receive and approve the minutes of the Meeting held on 18th January 2016
   2. To receive the minutes of the Staffing Committee meeting held on 9th February 2016
   3. To consider matters arising
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters:
   1. To approve cheque payments according to the list provided
   2. To receive the Financial Summary to 31 January 2016
   3. To note information regarding changes to the External Audit Regime and consider and agree whether to remain automatically opted into the Sector Led Body for audit or to opt out
   4. To consider and agree the PRS licence at the Moorside Room in compliance with copyright law at an approximate annual cost of £251.70
7. To receive an update regarding contact with other agencies in respect of the recent flooding
8. Grant Application
   1. To consider and agree the grant application submitted by Moorsbus Community Interest Company in the amount of £400 to contribute towards the provision of the Moorsbus services on Sundays in July, August and September 2016
   2. To consider and agree the grant application submitted by Kirkbymoorside History Group in the amount of £1200 to transfer taped interviews from casette to digital format
9. Tour de Yorkshire
   1. To receive information on progress on arrangements to date
   2. To note that the cost of hire of a 12sqm screen for live streaming of the Tour de Yorkshire has been negotiated by the Town Clerk to £1200 + VAT
   3. To consider and agree to allocate £1440.00 from the Town Team Funds Account for the hire of a screen on 1st May
   4. To consider and agree to allocate £100 from the decorations budget (Minute 15159 18th January 2016)to In Bloom for the purchase of plants
   5. To consider and agree to the expense of £75 to purchase 50no. car parking spaces in Town Farm Car Park on 1st May 2016 at the concessionary day rate of £1.50 each
10. To consider details of the proposal to federate Helmsley CP School, Kirkbymoorside CP School, Ryedale School and Sinnington CP School with effect from 1st July 2016 and consider an appropriate response
11. Ryedale District Council
    1. Local Plan Sites Consultation - to consider the notification from RDC Planning Services of the submission to the Local Sites Document of Site 657 at Kirkby Mills for employment use and agree an appropriate response

13. To acknowledge receipt of correspondence from In Bloom and consider and agree continued support by contributing £40 towards the cost of a flower tub
14. To note that remedial repairs to the A170 roundabout planting has been authorised by the Town Clerk in accordance with the advice of Rita Gibson, representative of In Bloom
15. To note receipt of correspondence from Kirkby Fruit Project regarding funds available to volunteer run community groups in Kirkbymoorside
16. To note receipt of correspondence from Ryedale Lions with regards to funding available to non-profit organisations in Kirkbymoorside
