  3. Minutes and Matters Arising
    1. To receive minutes of the Staffing Committee meeting held on 16th January 2017
    2. To receive and approve the minutes of the Meeting held on 16th January 2017
    3. To receive the minutes of the Manor Vale Management Committee held on 23rd January 2017
    4. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31 January 2017
  7. HSBC
    1. To note the planned closure of the Kirkbymoorside HSBC branch in June 2017
    2. To receive information from the Federation of Small Businesses and agree a suitable response
  8. To consider and agree the grant application submitted by Kirkbymoorside Community Library in the amount of £1500.00 to contribute to the annual cleaning costs of the Community Library
  9. RBL
    1. To note that the Kirkbymoorside branch of the Royal British Legion will no longer be responsibile for maintenance of the War Memorial and the Remembrance Day Parade in Kirkbymoorside, but will provide a supporting role only
    2. To consider and agree to liaise with the Kirkbymoorside branch of the RBL to make arrangements for the annual Remembrance Day Parade
    3. To consider and agree the annual expenditure of £140, £40 being the contribution to In Bloom for the annual maintenance of the War Memorial and a £100 contribution to the Kirkbymoorside Town Brass Band for their performance at the annual Remembrance Day parade
  10. Street lighting
    1. To consider and agree to authorise the town clerk to commit to expenditures, none exceeding £1000 subject to sufficient funds remaining in the relevant budget, which are considered necessary for the maintenance/replacement of the street lighting in accordance with the specification of lantern as detailed in Minute 16039. Such expenditures to be reported at council meetings.
    2. To note that the NYCC Lighting column 21 on Dale End is to be re-sited from o/s 13 Dale End to o/s Low Hall
  11. Public Wi-Fi
    1. To agree the contract with Clannet for provision and management of the public Wi-Fi
    2. To note that the installation of the public Wi-Fi is scheduled for the end of March 2017
  12. Flooding
    1. To note the Ryedale District Council Flood Grant Scheme
    2. To receive a report on flood management in Kirkbymoorside and the potential to apply for the RDC flood grant funding
  13. Community Resilience & Emergency Planning for Kirkbymoorside
    1. To note that the Town Clerk has arranged for Robin Derry, Senior Emergency Planning Officer, NYCC to attend the 5 Towns meeting on 7th March 2017 to provide informationon how to formulate an emergency plan
  14. Play Areas
    1. To consider and agree the Town Clerk's request to attend the ROSPA Routine Visual Inspection Course at York on Wednesday 7th June at a cost of £260 + VAT
    2. To consider and agree the purchase of replacement parts for the Kompan play equipment at Ryedale View play area at a cost of £388.50 plus VAT
  15. To consider and agree a suitable response to the NYCC Public Consultation on Countryside Access Service
  16. To note that the PRS Licence for the Moorside Room has been renewed to February 2018 in compliance with the Copyright, Designs and Patents Act 1988. There is no charge for the renewal and a balance of £83.39Cr remains on account.
  17. To receive an update on progress with regards to the sports club leases
  18. To acknowledge receipt of correspondence from In Bloom and consider and agree continued support by contributing £40 towards the cost of a flower tub
  19. To agree the honorarium for the winding of All Saints' Church Clock, currently £200
  20. To consider and agree the expense of £75 to purchase 50no. car parking spaces in Town Farm Car Park on 30th April 2017 at the concessionary day rate of £1.50 each to support the annual Tractor Run and Kirkbymoorside 10k events
  21. To note information received from Next Steps and agree a suitable response
  22. To note information received from Ryedale Community Transport in respect of the Wheels 2 Work service
  23. To note correspondence received in respect of parking and traffic concerns on West End and agree an appropriate response
