    1. To receive and approve the minutes of the Meeting of the Ordinary Town Council dated 18th June 2018
    2. To receive the minutes of the Play Area & Sports Committee meeting dated 28th June 2018
    3. To receive the minutes of the Manor Vale Management Committee held on 9th July 2018
    4. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30th June 2018
    3. To note that the 2018/19 budget for Grants has been allocated and consideration of grant applications will resume in April 2019
    4. To agree to continue paying for the Yorkshire Post at a quarterly subscription charge of £80.08 (increased from £71.76 in July 2017, £65.52 in July 2016, £59.28 in July 2015 and £55.64 in November 2014)
  7. Bus Shelter on the A170 eastbound
    1. To note receipt of correspondence from residents opposing the installation of the bus shelter
    2. To note that NYCC Highways Authority have suspended the street furniture licence pending reconsideration upon completion of a public consultation exercise of the properties in the vicinity of the bus stop
    3. To receive information on the procedures involved and considerations made by NYCC Highways Authority when determining approval of the licence issued on October 2017
    4. To receive information from Northern Ryedale Transport Group in respect of the proposed bus shelter
    5. To consider and agree appropriate action based on the information provided
  8. Traffic Concerns on West End
    1. Pursuant to Minute 18044 dated 18th June 2018 to note the response from NYCC Highways to the Town Council’s correspondence regarding traffic concerns on West End.
    2. To note receipt of the petition signed by residents in support of the proposal to introduce a one way traffic system eastbound on West End provided to the Town Council and NYCC Highways Authority
    3. To receive information on the cost implications of installing bollards on the pavement along West End in order to prevent vehicles mounting the pavement in the interest of pedestrian safety
    4. To consider and agree the installation of bollards on West End in collaboration with NYCC Highways Authority
    5. To consider and agree a ceiling budget of £3000 to be allocated from the development fund, to contribute to the cost of supply and installation of bollards in collaboration with NYCC Highways Authority

  10. Play Areas & Sports Committee
    1. To receive the recommendations of the Play Areas & Sports Committee pursuant to the meeting on 28th June 2018
    2. Old Road Play Area
      1. To consider and agree the recommendations of the Play Areas & Sports Committee to carry out repairs to the skatepark as detailed in the Annual Play Area inspection
      2. To consider and agree the Play Areas & Sports Committee bid for funds to be allocated from the Development budget to cover the expense of repairs to the skatepark, the cost of which are in excess of the Play Area & Sports Committee budget
      3. To consider and agree the recommendations of the Play Areas & Sports Committee to consult with the local community via The Moorsider to determine the preference for new play area equipment and the amount of grant funding required
      4. To consider and agree the purchase of 10m3 of 8-40mm Play Grade Bark at a cost of £656.70 + VAT for the Playdale climber bark pit at Old Road play area
    3. Sportsfield car park
      1. To receive quotations for resurfacing the car park at the sportsfield
      2. To consider and agree the recommendations of the Play Areas & Sports Committee to consult with the sports clubs to determine the feasibility of applying for S106 and Community Grant funding collectively with the Town Council to cover the costs of the project
  11. Half Basketball Court at Old Road play area
    1. To consider and agree the need for fencing at the half basketball court
    2. To receive information on the options and cost implications of fencing at the half basketball court
    3. To consider and agree the cost of suitable fencing at the half basketball court
  12. To consider and agree the format of representation at the examination of the Ryedale Plan - Local Plan Sites Document https://www.ryedaleplan.org.uk/local-plan-sites/submission-and-forthcoming-examination
  13. Community Public Access Defibrillator (CPAD)
    1. To consider and agree the request by the proprietors of the George & Dragon to adopt the Community Public Access Defibrillator (CPAD) in response to notice provided from Yorkshire Ambulance Service NHS Trust regarding the transfer of ownership and sustainability of the CPADs back to the Communities
    2. To consider and agree to relocate the CPAD and install it on the exterior wall of the Moorside Room at a cost of £268.00 + VAT
  14. To consider and agree to renew the 3 year Service Agreement with Smith of Derby for servicing of the Church Clock at a cost of either:
    1. £470.00 net & vat, to be invoiced in advance as before; or
    2. to return to an annual cost of £172.00 net & vat, subject to a small increase each following year, the invoice to be sent after each service has been carried out
  15. To consider and agree to offer support to Michael Hill C.Eng MIET and resistance to those who look to denigrate him again
  16. To receive information on progress of the review of NYCC’s policy towards Vehicle Activated Speed signs
  17. To note the #DontBeAWaster – Reduce, Reuse, Respect campaign is turning its attention to the theme of environmental crime throughout July
  18. To note that a fly-tipping task force 'Operation Eyeball', has been formed to tackle fly-tipping in rural parts of North Yorkshire and Ryedale
  19. To acknowledge receipt of an invitation by Next Steps Norton to celebrate their achievement of The Queen's Award for Voluntary Services on Friday 10th August and agree a suitable response
  20. To note that the Town Council's Community First Yorkshire membership is due for renewal and agree to renew the same at a cost of £35 + VAT
  21. To consider and agree the Town Clerks attendance to the SLCC 2018 Darlington Regional Training Seminar at a cost of £75 + VAT
  22. To note that the Town Clerk's SLCC membership is due for renewal and agree to renew the same at a cost of £185
  23. To note that the Town Clerk's ALCC membership is due for renewal and agree to renew the same at a cost of £30
