Insurance
To review the summary of sums insured prior to the renewal of the Insurance on 1 November 2017
To note that the UK government announced on 16th March 2016 that the general rate of Insurance Premium Tax would increase from 9.5% to 10% with effect from 1st October 2016. In November 2016 the Chancellor announced a further increase to be applied from 1st June 2017 to 12% (the change in rate of taxation is reflected in the renewal rate)
To consider and agree the annual premium rate of £2,642.54 inclusive of 12% insurance premium tax and £15.00 policy administration fee
To note the current public liability limit of indemnity at £5,000,000 and consider an increase to £10,000,000, the additional premium for which would be £295.87 inclusive of 12% insurance premium tax
To note that the 3 year Long Term Agreement with Aviva will expire on 31 October 2018 and to consider and agree renewing the 3 Year Long Term Agreement a year earlier, thus maintaining the reduced rates for a further 3 years

Fracking
To consider and agree the proposal submitted by Cllr Brampton to host a debate between appropriately qualified representatives on the motion “This house believes that UK regulations make fracking safe”
To consider the following three proposals submitted by Cllr Chapman:
To consider making representation to North Yorkshire Police and NYCC about the excessive use of police at the test frack site KM8, the associated expense and negative impact on the local community and seeking clarification whether fracking operations in Ryedale are being policed under anti-terrorism law
To consider and agree to adopt a policy statement regarding HGV movement relating to the test frack site at Kirbymisperton
To consider and agree to make representation to North Yorkshire Police and NYCC Highways & Transport expressing concern about the excessive use of discretionary police traffic decisions and the associated impact on the local community
To consider and agree the design of the A170 roundabout
To note that the application for a Street Furniture Licence for the bus shelter on the A170 eastbound has been approved
To consider and agree to appoint a Working Group to liaise with local businesses for the promotion of Kirkbymoorside

Weed spraying in the Town Centre
To note that NYCC have failed to carry out the annual weed spraying throughout the town centre
To note that a position statement in respect of the provision or retraction of the aforementioned service has not been provided by NYCC
