  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Ordinary Meeting held on 18th November 2019
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30th November 2019
  7. Vehicle Activated Traffic Signs
    1. To receive information of the cost implications and logistics of installing Vehicle Activated Traffic Signs on the A170 pursuant to Minute 19112
    2. To consider and agree the deployment of Vehicle Activated Traffic Signs in Kirkbymoorside post March 2020
  8. West End – Installation of 3no. planters on the length of pavement from 36 to 40 West End
    1. To note that pursuant to Minute 19133 written acceptance of the proposal and acknowledgement of responsibility for the maintenance of planters has been received from the affected residents at 36, 38 and 40 West End
    2. To note that the street furniture licence has been approved by NYCC Highways according to the specifications detailed on the application
    3. To note that correspondence was delivered to all West End residents on 5th December notifying them of the Town Councils decision to install planters
    4. To agree the cost of supply and delivery of 3no. planters at £510.00 + VAT (£165.00 each + £15 delivery), from the pre-allocated budget (Minute 19113c)
    5. To agree the initial planting of 3no. planters by Daisy Garden Centre, from the pre-allocated budget (Minute 19113c)
  9. Old Road Play Area
    1. To receive quotations for repairs to the wetpour surfaces in the toddler play area and agree the cost of repairs
    2. To receive the Environmental Art designs for the educational panels to be incorporated in the curved gallery wall at the half outdoor basketball court
  10. King's Street
    1. To receive information from All Saint's Church detailing the identity of the short length of roadway leading from Crown Square to the entrance to All Saints Churchyard as King's Street
    2. To consider and agree to submit an Application for Street Name Allocation to Ryedale District Council to officially recognise the road identified as King's Street at a cost of £500
  11. Public Bench on A170
    1. To note that the public bench on the A170 between Kirkbymoorside and Kirkdale has been removed as it was damaged beyond repair
    2. To consider and agree replacement of the bench, including remedial repairs to the concrete base, at a cost of £300
  12. To consider and agree replacement of the gate at the entrance to Manor Vale woodland from Castlegate at a cost of £548 + VAT (supply and installation)
  13. To note that pursuant to Minute 19080 works to the planters on Piercy End have been instructed and will be carried out early in January 2020
  14. To receive information from All Saints’ Church Warden concerning vandalism to the footway lighting in the churchyard
  15. To receive information of the Ryedale Learning Multi-Academy Trust Consultation
  16. To congratulate the winners of the 2019 Best Dressed Christmas Window:
    1. 1st Place ‘Essential Health & Beauty’, 3 Market Place
    2. 2nd Place ‘The Fabric Room at The Home Decorating Centre’, 7 Market Place
  17. Receive the Town Mayor’s Report
  18. Receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters

  21. To note the date of the next ordinary meeting of the Town Council on 20th January 2020 at 7.30 pm in Church House
