  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Meeting held on 15th June 2020
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To report the cost of training since the last meeting of the Council pursuant to minute 20033
    2. To report the cost of £383.07 for emergency repairs to the Kirkbymoorside mill stone sign in accordance with Financial Standing Order 3.4 and minute 411c
    3. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    4. To receive the Financial Summary to 30th June 2020
  7. Council policies
    1. To note that with the resumption of Town Council meetings in May 2020, no business of the council has been transacted using the power of delegation given to the clerk (in consultation with the chair and vice-chair) on 16th March 2020
    2. To resolve to remove the power of delegation to the clerk (in consultation with the chair and vice-chair) given on 16th March 2020, with immediate effect
    3. To note that the removal of this power does not affect any other delegation already in place by virtue of Council policies
    4. Code of Conduct
      1. To receive the Local Government Association Model Member Code of Conduct https://www.local.gov.uk/sites/default/files/documents/LGA%20Model%20Member%20Code%20of%20Conduct.pdf
      2. To review the Town Council Code of Conduct and agree any changes as necessary
      3. To consider the following action encouraged by the National Association of Local Councils:
        1. Respond to the LGA consultation on a revised code of conduct (by 17 August 2020) confirming if the model is relevant to the Town Council;
        2. State the council's opinions on the matter of strengthened sanctions to the LGA; particularly the suspension of councillors for a period of up to six months;
        3. Write to MP Kevin Hollinrake with reference to the LGA consultation and the need for strengthened sanctions as recommended in the CSPL report. Also to request that the Committee on Standards in Public Life reviews progress on the implementation of its 2019 report’s wider recommendations.
    5. Burial Ground Policy and charges
      1. To consider the period of Exclusive Right of Burial to a period not exceeding 100 years for reservations made as a result of premature death of a family member and application of this concession to any qualifying reservations made to date
      2. To review the Cemetery charges and agree any changes as necessary
      3. To revise the Town Council Burial Ground Policy as appropriate
  8. Grant Applications
    1. To note that Kirkbymoorside Community Library have been awarded funding from Ryedale District Council in relation to a Retail, Hospitality and Leisure Grant and to revoke the Town Council grant in the amount of £1300 pursuant to Minute 20031b)
    2. To consider the grant application submitted by Ryedale Community Transport for £1300 to contribute towards supporting the extra financial burden of increased drivers’ cost being borne by the charity during the Covid-19 crisis
  9. Website Accessibility- Compliance with the Public Sector Bodies (websites and mobile applications)(No. 2) Accessibility Regulations, 2018
    1. To receive information on the options and costs associated with re-build of the town council website and agree the works as appropriate
    2. To consider a ceiling budget of £1500 for the works necessary to re-build the town council website to be allocated from budget code 30
  10. Play Areas
    1. To receive the Covid-19 Risk Assessment for play areas dated 3rd July 2020
    2. To consider retrospective approval for power washing of the non timber play equipment at Old Road and Ryedale View play areas at a cost of £250
    3. To consider any additional measures to mitigate the risk of transmission of the coronavirus, as appropriate
    4. To consider retrospective approval of emergency tree works to the oak tree in Ryedale View at a cost of £200
  11. Moorside Room and Town Council Office
    1. To receive the Covid-19 Risk Assessment for the Moorside Room
    2. To receive the Covid-19 Risk Assessment for the Town Council office
    3. To report the purchase of cleaning equipment, sanitiser and sundries at a cost of £82.89 + VAT to be allocated to cost codes 8 and 17
    4. To consider any additional measures to mitigate the risk of transmission of the coronavirus, as appropriate
  12. Sportsfield
    1. To note the successful application to Ryedale District Council for £10,000 from the Retail, Hospitality and Leisure Grant, pursuant to minute 20017
    2. To note that pursuant to minute 20042 a credit of £1290.70 has been made by Business Stream on behalf of Yorkshire Water
    3. To consider the request by a local practitioner, with valid public liability insurance, to hold weekly pilates classes on the grass area next to the tennis courts, temporarily until it is possible to resume this activity indoors at Sturdy Court
  13. AJ1 Project Road Safety Fund
    1. To receive information in respect of the North Yorkshire Police, Fire and Crime Commissioner's AJ1 Project Road Safety Fund
    2. To receive information from Ryedale Cycle Forum in respect of the cycle route from Kirkbymoorside to Ryedale School
    3. To consider the request to work in partnership with Ryedale Cycle Forum to apply for funding and, if successful, administration of the project
  14. Community Support
    1. To receive information on the proposal for a Community Fridge in Kirkbymoorside
    2. To receive Scarborough and Ryedale Carers Resource's draft application for funding from the NYCC Coronavirus (COVID-19) – Community Support Grants Programme and agree participation in the project by managing the funds during the interim period whilst the mutual aid group is being established
  15. To receive the NYCC Resilience & Emergencies Team Covid19 news update for emergency plan communities
  16. Planning
    1. To receive the 9 proposed street names for the Manor Woods development, 17/01449/MREM, and agree a response to the Planning Authority as appropriate
    2. To note the allocation of CIL charges of £1530 to Kirkbymoorside in respect of application 17/00849/FUL | Erection of detached 3 bedroom dwelling with integral garage together with formation of 2no. parking spaces, following demolition of existing dwelling (Part Retrospective) | The Bungalow Swineherd Lane Kirkbymoorside YO62 6LR
