===== Agenda for the Ordinary Meeting of the Town Council 21 March 2022 =====

Issued on 16 March 2022 for a meeting of the Town Council to be at Church House, 7.30pm on Monday 21 March 2022

Members of the Council are required to attend in person. Members of the press and public are also welcome to attend. 

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

  - To receive Declarations of Interest in items on the agenda
  - Minutes and Matters Arising
    - To receive and approve the draft minutes of the Planning Committee meeting held on 21 February 2022
    - To receive and approve the draft minutes of the meeting held on 21 February 2022
    - To consider matters arising
      - To receive information on the 'Slowing the Flow at Pickering' project, pursuant to minute 21173 https://www.forestresearch.gov.uk/research/slowing-the-flow-at-pickering/
      - To receive information in respect of modifications to the A170 associated with the Manor Woods development, pursuant to minute 21173
  - Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  - Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  - Casual Vacancy 
    - To note that there have been no requests for by-election in response to the public notice of the vacancy on the Town Council: Section 87(2) of the Local Government Act 1972 
    - To note the Parish Council Elections in the Ryedale area are due to be held on 5 May 2022 and the Notice of Election will be published not later than 28 March 2022
  - To consider financial matters:
     - To report accounts paid since the last meeting of the Council and to approve payments according to the list provided
     - To receive the Financial Summary to 28 February 2022
     - To note valuation of the Council's Regalia at £7,725 (pursuant to minutes F19006 and F21005) 
     - To review the Council's Asset Register, updated March 2022
     - To note the Councillor's Audit for Q3 was undertaken by Cllrs Holroyd and Wells on 10 February 2022
     - To review the Internal Audit Terms of Reference
     - To review the Risk Assessment Strategy, updated March 2022
     - To agree appointment of the internal auditor
     - To note the National Joint Council for Local Government Services (NJC) has agreed the new rates of pay applicable from 1 April 2021
     - To agree the 2022 honorarium for the winding of All Saints' Church Clock, currently £200
  - Path For Everyone
    - To receive correspondence from Kirkbymoorside Environment Group and Ryedale Cycle Forum
    - To consider the allocation of CIL funds and application to the Planning Authority for S106 monies to contribute to the cost of the project
    - To consider collaboration with Kirkbymoorside Environment Group and Ryedale Cycle Forum to identify and pursue additional funding opportunities 
    - To consider the role of project co-ordinator for installation of the first section of the path from Kirkbymoorside Primary School to Kirkkdale junction, once full project costs have been achieved
  - 20mph speed restrictions in Kirkbymoorside
    - To receive information from NYCC in response to the Council's proposal for 20mph speed restrictions to be extended to include Old Road, Piercy End, Market Place, and High Market Place pursuant to minute 21167
    - To receive information from 20's Plenty for Us
  - Sports Field
    - To consider a ceiling budget of £500 for supply and installation of new water meters at the sports field
    - To consider a ceiling budget of £500 for installation of wooden hand railings next to the public footpath leading to the fire assembly point and repairs to the fence at the sports field entrance
  - Ukraine Crisis
    - To receive the NALC General Briefing 1-22 | Ukraine
    - To receive NALC Legal Topic Note 31 | Local Council General Powers
    - To consider including the Ukrainian flag and a statement of solidarity on the Town Council website and notice boards
  - Jubilee Celebrations 
    - To receive information on progress of arrangements for the Queen's Platinum Jubilee Celebrations
  - To note the date of Kirkbymoorside Environment Group's 'Give or Take Day' on 24 April 2022 in The Moorside Room and Memorial Hall
  - To receive correspondence from Ryedale Community Foodbank (pursuant to minute 21135) and consider the cost of £468 to cover six months rent of the Kirkbymoorside Methodist Church Schoolroom
  - To receive correspondence from NALC Smaller Council's committee and agree a response as appropriate
  - To receive the Town Mayor's Report
  - To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  - To receive the Town Clerk's report
  - Questions to the Chair
  - To note the next meeting to be held at 7.30pm on Monday 25 April 2022 in Church House
