Issued on 12 October 2022 for a meeting of the Town Council to be held at 7.30pm on 17 October 2022 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To receive an update on local policing matters from Jez Walmsley, North Yorkshire Police
7. To consider financial matters
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 30 September 2022
   3. To note Q1 & Q2 of the Councillors Audit scheduled to be carried out on 13 October 2022
   4. To note the changes to electricity rates at The Moorside Room from October 2022
   5. To note the sync.com annual subscription will renew automatically on 10 November 2022 ($49.00)
   6. To note the Council's registration with the Information Commissioner's Officer will renew automatically on 26 October 2022 (£35.00)
   7. To consider a ceiling budget of £150 for promotion of local businesses to be allocated from Cost Code 5 and determine an appropriate format
8. 2023/24 Budget
   1. To receive recommendations from the Finance Committee regarding the budget for 2023/24
   2. To agree the budget for 2023/24 and determine the precept
9. Insurance
   1. To note the Commercial Combined Insurance Policy and Cyber Insurance Policy are due for renewal on 1 November 2022
   2. To consider the annual premium for Commercial Combined Insurance from Aviva for the period of cover from 1 November 2022 to 31 October 2023
   3. To consider the annual premium for Cyber Risk Insurance from Travelers for the period of cover from 1 November 2022 to 31 October 2023
10. Play Areas
    1. To receive the annual Operation Inspection report
       1. To note remedial repairs identified as low risk have been instructed by the clerk in accordance with the Maintenance of Manor Vale Woodland & Grounds Maintenance (Cemetery & Play Area) contract specifications
       2. To receive the quotation for remedial repairs identified as medium risk
11. To note the consultation by NYCC Highways & Transportation on the proposal for 20mph in the town centre, closing date 4 November, pursuant to Minute 22044, and consider a response as appropriate
12. To receive information on North Yorkshire Police, Fire & Crime Commissioner's decisions on the new Risk and Resource Model for the North Yorkshire Fire and Rescue Service https://www.northyorkshire-pfcc.gov.uk/decision-notices/
13. Remembrance Sunday 13 November 2022
    1. To note arrangements are in progress for organisation of the Remembrance Parade
    2. To note Helen Collin DL will be in attendance representing the Lieutenancy at the Remembrance Parade
    3. To agree a sum to contribute towards a wreath under s137 of the Local Government Act 1972
14. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
