Issued on 13 September 2023 for a meeting of the Town Council to be held at 7.30pm on 18 September 2023 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

3. Minutes and Matters Arising
   1. To receive and approve the draft minutes of the Ordinary meeting held on 17 July 2023
   2. To consider matters arising
      1. To note the response from East Yorkshire Bus services in respect of timings of the 128 Bus, pursuant to Minute 23071 dated 17 July 2023
      2. To note cancellation of the meeting to consider promotion of the town and local businesses on Thursday 27 July, due to lack of availability to attend
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters
   1. To note completion by PKF Littlejohn LLP of the limited assurance review of the Annual Governance & Accountability Return (AGAR) for the year ended 31 March 2023 with no matters raised
   2. To report accounts paid since the last meeting of the Council and to approve payments according to the list provided
   3. To receive the Financial Summary to 31 August 2023
7. To consider the proposal for an annual event in celebration of the community’s achievements over the previous 12 months and presentation of the 'Community Award', pursuant to Minute 23067 dated 17 July 2023
8. Wild verges
   1. To note the response from North Yorkshire Council in respect of encouraging wild flower growth in designated areas of the verge, pursuant to minute 23070 dated 17 July 2023
   2. To consider the cost of £49.98 to purchase wild flower seeds for application in the areas designated for trial
9. Christmas Lights
   1. To note completion of the annual inspection and electrical testing of all connections/sockets for the commercial lights, pursuant to Minute 23074
   2. To note the cost of £75.02 + VAT for replacement components, authorised by the Town Clerk in accordance with Financial Standing Orders
10. Triennial Tree Safety Assessments
    1. To receive the tree safety assessments for Manor Vale woodland, Old Road play area, Ryedale View play area and the sports field
    2. To agree works as necessary
11. To note submission of an Expression of Interest to the Department of Levelling Up, Housing & Communities 'Community Ownership Fund' in respect of the project to develop the football club facilities at the sports field, New Road, Kirkbymoorside Community Ownership Fund
12. Winter salt bins
    1. To note assessment by North Yorkshire Council and identification of salt bins that do not meet the Winter Policy criteria
    2. To consider taking on responsibility of the grit bins to ensure they remain in situ
    3. To consider the cost of £675 + VAT (@ £75 + VAT per bin) to refill all the Town Council's grit bins for winter 2023/24
    4. To note the current cost of £50 + VAT if any of the salt bins are damaged and need replacing
13. To consider support of the annual 10k event
14. To consider the addition of promotional text to the 'Welcome to Kirkbymoorside' sign east, on approach from Pickering
15. Remembrance Sunday 12 November 2023
    1. To receive information from North Yorkshire Police regarding changes affecting traffic management arrangements associated with the Remembrance Parade
    2. To agree a sum to contribute towards a poppy wreath
16. To consider use of The Moorside Room on Friday 15 November, at no charge, for the 'Mini Police Court Case', as part of the North Yorkshire Mini Police scheme, participated by Kirkbymoorside Primary School
17. Department of Levelling Up, Housing & Communities' consultation
    1. To note the Levelling-up and Regeneration Bill: consultation on implementation of plan-making reforms, closing date 18 October 2023
    2. To note NALC's response to the consultation and consider any response as appropriate
18. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
19. To receive the Town Clerk's report

22. To consider the date of the Finance Committee meeting
