Agenda for the Ordinary Meeting of the Town Council 20 January 2025

Issued on 14 January 2025 for a meeting of the Town Council to be held at 7.30pm on 20 January 2025 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Ordinary Meeting held on 16 December 2024
    2. To consider matters arising
    3. To receive the draft minutes of the Events Committee meeting held on 8 January 2025
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters
    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31 December 2024
  7. Community Resilience - Response to Storm Darrugh
    1. To receive a report from the North Yorkshire Council Resilience and Emergencies Team De-Brief meeting on 14 January 2025, consider recommendations and agree any appropriate action
    2. To receive a report on the recovery efforts to support properties affected by Storm Darrugh, prepared by Cllr Illingworth and agree any appropriate action
    3. To review the Community Resilience Document and consider any proposals for development of emergency response protocol and strategies
  8. To receive the Order dated 18 December 2024, that burials should be discontinued in All Saints churchyard, Kirkbymoorside (Burial Act 1853 as amended) pursuant to Notice recorded at Minute 24092 dated 21 October 2024
  9. Urban Grass Cutting
    1. To receive information on North Yorkshire Council's arrangements for urban grass cutting in 2025 and guidance on how to encourage biodiversity within highway verges
    2. To note the available funding for grass cutting of urban highway visibility splays of £1,122.89 (based on the rate of 8p per m2) and agree continued grass cutting arrangements
  10. Street Lighting and Dark Skies
    1. To note 6no. lanterns on Swineherd Lane require upgrading to LEDs and consider allocation of a ceiling budget of £2660 from cost code 30 (£360 + VAT per fitting plus £500 contingency for replacement brackets and boxes if necessary)
    2. To receive information from North Yorkshire Council in response to the request for a review of the street lighting schedule and a 25% reduction of all-night lighting
    3. To receive information on North Yorkshire Council's proposed streetlight upgrade to help protect dark skies https://www.bbc.co.uk/news/articles/crrwrwzqd2jo
    4. To consider arrangements to receive information presented by Mike Hawtin, Head of Nature Recovery Projects, North York Moors National Park Authority on Dark Skies (refer to page 8 of Grubs Up! Connecting Parishes Through Nature - Promote and protect dark skies, and invite members of local parish councils
    5. To consider concerns raised by a member of the public in respect of night light pollution from business premises in the town, and agree any appropriate action
  11. To consider submitting Manor Vale as a 'nature corridor' in response to the call for sites by North Yorkshire Council Local Plan
  12. To consider Events Committee recommendations:
    1. revised Terms of Reference
    2. format of the 2025 Community Awards
  13. To consider a transfer of public wi-fi supplier to join the NY-Net scheme, for the same service provision and the same costs of £72.39 per month
  14. To consider the application for supply and installation of a new grit bin on How Keld Close, Kirkbymoorside at a cost of £87.50 + VAT
  15. To receive information from Power For People on efforts to amend the Great British Energy Bill, and consider continued support of its public advocacy for community-led renewable energy across 2025 by encouraging members of the local community to sign up https://powerforpeople.org.uk/sign-up?
  16. To note the Riponian Stages Rally will be held on Sunday 9 February 2025 and competitors in the rally are scheduled to pass Kirkbymoorside
  17. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters

  20. To agree to exclude members of the public from discussion of item 21.
  21. To consider Staffing Committee recommendations:
    1. revised Terms of Reference
    2. an honorarium to the clerk for additional tasks carried out in association with the 2024 Community Celebration Event
