Members of the Council are required to attend in person. Members of the press and public are also welcome to attend.

1. To note the Declaration of Acceptance of Office by Cllr Lynne Scott
2. To note Acceptance of Office by Gill Graham will be deferred to January 2027
3. To note the resignation of Cllr Dowie
4. To note that the vacancy will be filled by co-option if by 20 October 2026 a by-election is not called

Minutes and Matters Arising
1. To approve the draft minutes of the Ordinary meeting dated 21 September 2026
2. To consider matters arising
Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
Discussions with Town Councillors and the North Yorkshire Councillor in respect of questions already posed, and any new matters
Financial matters
1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
2. To receive the Financial Summary to 30 September 2026
3. To update the HSBC Bank Mandate
4. To consider making enquiries of HSBC regarding facilitation of BACS payments from the Town Council current accounts and corresponding modifications to the Financial Standing Orders
5. To note the forecast increase of 2.5% to the YLCA membership subscription for 2027/28
6. To note instruction to re-fill the grit bins for the 2026 winter season at a cost of £426.25 + VAT, authorised by the clerk
To receive information from Paddy Chandler regarding the Kirkbymoorside Town Investment Plan to be delivered by North Yorkshire Council, funded by York and North Yorkshire Combined Authority, and consider any appropriate
To revisit requests made by Kirkbymoorside Community Support Group regarding town flags
1. To note the decisions of the Town Council recorded at Minute 26075 dated 21 September 2026:
  1. transfer of ownership of town branded flags and flagpoles was agreed, for the purpose of insuring the value of the assets only
  2. storage of the flags and flagpoles between seasons in the Town Council storage container was agreed
2. To consider information regarding the feasibility of accepting responsibility for the seasonal installation and subsequent removal of flag poles and flags
To note thanks received from Kirkbymoorside History Group for the grant award of £1250 for costs associated with the Community Archive Project
Play Areas
1. To receive the Play Area inspection for Old Road play area
2. To note commencement of works to install new equipment at Ryedale View play area
To receive information on the North Yorkshire Council Home to School Travel Policy Post Implementation Review consultation
To receive the final report of the River Dove NFM project
To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
