  3. Minutes and Matters Arising
    1. To receive and approve the minutes of the meeting of the Town Council held on 20 October 2014
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with District and County Councillors
    1. County and District Councillors to respond to questions already posed
    2. Town Councillors to raise urgent matters recently arisen
    3. County and District Councillors to advise the Town Council on any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary for November 2014
    3. To agree to continue paying for the Yorkshire Post at a monthly subscription charge of £55.64, increased from £48.75
  7. Fracking
    1. To note that at the meeting of the City of York Council on 9 October 2014 an anti-fracking motion was passed
    2. To note that further information about Fracking will be received from Prof Jon Gluyas, Dean of Knowledge Exchange at Durham University at the December meeting
    3. To consider and agree to defer forming a policy until additional information is received at the December meeting
  8. To consider and agree a Grant Application from Friends of Moorsbus for £400 to support the Moors Rambler Sunday bus service in light of the additional supporting information received
  9. To note the NYCC consultation about future library provision and consider a response www.northyorks.gov.uk/libraryconsultation
  10. To note the changes to the highway grass cutting service by NYCC Business and Environment Services and consider a response
  11. Footway Lighting
    1. To note that lighting column 3 on Swineherd Lane is broken and requires replacement
    2. To note that the cost of replacing the existing lantern like for like with a 80w MBF/U lantern is estimated to be £512.88 plus VAT
    3. To consider and agree to replace the lantern with an LED lantern in accordance with minute 14058b) dated 21 July 2014
    4. To consider LED lighting options - see supporting document
    5. To consider and agree to install either the Clara lantern at a cost of £231 + VAT or the Clipper lantern at a cost of £218 + VAT
  12. The Moorside Room
    1. To consider and agree to enter into a 3 year service agreement with Chubb Fire & Safety at a cost of £446.40 excl VAT. The breakdown of costs being:
      1. £300.00 excluding VAT for supply and installation of 1no. Co2 and 1no. 3litre hydro spray in entrance way, and 1no. 3litre hydro spray in main room area plus new signage
      2. one service visit per year at a cost of £48.80 excluding VAT
      3. All small parts and paperwork including Fire & Safety Certification
  13. To note that all members of the public and the business community are invited to a meeting on 8 Dec at 7.30pm in the Moorside Room to discuss how best to promote the town and the design of a panel on the Welcome to Kirkbymoorside signs
  14. To receive a report on the progress of arrangements for the Christmas light switch-on on 29 November
  15. To thank the Kirkbymoorside History Group for their commemorative exhibition entitled 'Reflections on War' held in the Moorside Room on 8 and 9 November 2014

  17. Receive reports from Members representing the Town Council at meetings of outside bodies
