Issued on 15 March 2023 for a meeting of the Town Council to be held at 7.30pm on 20 March 2023 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

   1. To receive and approve the draft minutes of the Ordinary meeting held on 27 February 2023

4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 28 February 2023
   3. To review the Council's Asset Register, updated March 2023
   4. To review the Internal Audit Terms of Reference
   5. To review the Risk Assessment Strategy, updated March 2022
   6. To agree appointment of the internal auditor
7. To receive correspondence from Ryedale Community Foodbank and consider the increased cost of rent of the Kirkbymoorside Methodist Church Schoolroom from £20 per week to £30
8. North Yorkshire Council - Double Devolution
   1. To receive the draft expression of interest in respect of Town Farm Car Park
   2. To note that the North Yorkshire Council is not willing to devolve services or assets that generate an income for the North Yorkshire Council
   3. To consider further pursuit of the feasibility to affect parking charges for Town Farm car park post devolution on 1 April 2023
9. Moorside Room
   1. To consider offering use of the Moorside Room as the First Aid base for the 10k event on 30 April 2023, at no charge
   2. To consider offering use of the Moorside Room for display of the 'Women of Kirkbymoorside' exhibition, to promote the town, on 30 April 2023 to coincide with the 10k event and the date of the Annual Town meeting, at no charge
10. Play Areas
    1. To note works to replace the rotten gate post and secure fencing at Old Road play area have been completed pursuant to Minute 22188d.
    2. To note works to repair the boundary fence at Ryedale View play area have been completed pursuant to Minute 22188e.
    3. To note report of an incident at Old Road play area on the new Multiverse play unit on the weekend of 4 March whereby the tyre came away from the unit
    4. To note that the CCTV has been checked and there is no evidence of tampering of the equipment, Sovereign Play have been request to attend the equipment to secure all fixtures and fittings
    5. To receive a breakdown of the costs of repairs to the play areas for the past 12 months
11. To receive details of costs associated with resurfacing of the footpaths in Old Road play area and the car park at the sports field
12. To consider the cost of £37.50 to refill the grit bin on Westfield Mews
13. To receive an update on progress of the Fiver Fest 11 - 25 March 2023
14. To receive information from Kirkbymoorside Environment Group with regards to publication of a leaflet to promote the town
15. To consider the format for promotion of the Town Council to generate interest in co-option of new members
16. To consider a response to the North Yorkshire draft Parish Charter consultation, closing date 12 April 2023
17. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
