6. To receive a progress report of multi-agency response regarding 42 Piercy End (pursuant to Minutes 26028 and 26044)
7. Community Awards 2026
   1. To receive a report on progress of arrangements for the Community Awards on 31 October 2026
8. Financial matters
   1. To note completion by PKF Littlejohn LLP of the limited assurance review of the Annual Governance & Accountability Return (AGAR) for the year ended 31 March 2026
   2. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   3. To receive the Financial Summary to 31 August 2026
   4. To note the revised National Joint Council (NJC) rates of pay for local council employees from 1 April 2026
   5. To consider renewal of the Data Protection fee of £47 (£52.00 minus £5 fee reduction for paying by direct debit) due on 26/10/2026 Under the Data Protection (Charges and Information) Regulations 2018 (as amended)
   6. To agree the date of the Finance Committee meeting
9. Christmas Decorations Cost Code 5 (non-precept expenditure)
   1. To consider the cost of £280 + VAT to install 2 no. external power sockets at the Moorside Room
   2. To consider the cost of £1232 + VAT for replacement lights for the main town tree
   3. To consider the budget of £600 for 2no. large town Christmas trees
   4. To consider the budget of £200 for 3no. medium sized Christmas trees to be installed o/s The Moorside Room, o/s Love My Hair on Market Place and o/s the library on High Market Place
   5. To consider the cost of £150 for concessionary parking in Town Farm car park to support the Christmas market
   6. To note the cost of £274.97 + VAT for replacement icicle lights, purchased by the clerk
10. Remembrance Sunday
    1. To consider the cost of £568 + VAT for traffic management of the Remembrance Day parade, expenditure budgeted to Cost Code 22
    2. To agree a sum to contribute towards a poppy wreath
11. To note approval of Planning Application ZE26/00558/FUL in respect of Phase I Build - Machinery Store at Sports Field
12. To consider the requests by the Kirkbymoorside Community Support Group to:
    1. transfer ownership to the Town Council of flags and flagpoles used to promote and enhance the town and town events, approximated asset value of £4,000.
    2. transfer of responsibility for the seasonal installation and subsequent removal of flag poles and flags, approximated annual cost of £600
    3. storage of flags and flagpoles between seasons
13. To consider appointment of four representative trustees to The United Charities Trust of Kirkbymoorside
14. To consider the request by Kirkbymoorside History Group for the opportunity to present information about a proposed town centre project
15. To note publication of the York and North Yorkshire Combined Authority draft Local Transport Plan consultation
16. To receive a note of thanks from the Kirkbymoorside Horticultural Society for the grant award of £280
17. To consider the invitation by Kirkbymoorside History Group to a presentation regarding a potential town centre project
18. To note the date of the next YLCA Ryedale Branch meeting on Tuesday 7 October and consider any questions/issues/topics to be raised
19. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
    1. Cllr Riby - online training session on carbon emission monitoring provided by North Yorkshire Council’s Climate Change Team on 11 August
