4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town Councillors and the North Yorkshire Councillor in respect of questions already posed, and any new matters
6. Financial matters
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 30 June 2026
   3. To note submission of the 2025/26 VAT Reclaim of £10,525.40
   4. To note works authorised by the clerk in accordance with Standing Orders
      1. Emergency works to clear fallen tree in Manor Vale (Minute 18199)
      2. Acceptance of estimate for sign writing of The Moorside Room logo @ £175 (pursuant to Minute 26032)
   5. To receive information regarding the Precept 2027/28 arrangements
7. Policies & Procedures
   1. To consider the draft Asset Register Policy and agree adoption
   2. To receive the revised parish/town council Register of Interests form template and supporting guidance in light of recent legislative changes effective from 29 June 2026
8. To receive an update on progress of arrangements for the Lewis Creighton exhibition at The Moorside Room
9. Phase I Build - Machinery Store at Sports Field
   1. To note withdrawal of application ZE26/00211/AMEND
   2. To note submission of FUL application at a cost of £610 + VAT (50% discount for local authority applied)
10. Play Areas
    1. To note the award of £19706 from the National Lottery Community Fund for the 'Revitalising Ryedale View Play Area' project
    2. To agree expenditure of £21,785.88 for the balance of project costs (£21,491.88 earmarked from reserves Minute 25129 plus £294 balance from cost code 7)
    3. To note completion of the repairs to the Net Climber at Old Road play area
    4. To receive a complaint regarding dogs off the lead in Old Road play area and consider installation of additional signage
11. To consider the requests by the Kirkbymoorside Community Support Group to:
    1. transfer ownership to the Town Council of flags and flagpoles used to promote and enhance the town and town events, approximated asset value of £4,000.
    2. transfer of responsibility for the seasonal installation and subsequent removal of flag poles and flags, approximated annual cost of £600
    3. storage of flags and flagpoles between seasons
12. To note submission to the York and North Yorkshire Combined Authority Rural Bus Franchising Study closing date 19 July 2026
13. To receive information from National Highways regarding A64 resurfacing works from Hopgrove to Grimston Bar 6 July-7 August Yorkshire and North East Maintenance Schemes
14. To receive information regarding the change of venue for Sarah-Louise Ashworth School of Dance
15. To consider support for the campaign to Save Cauwood Day Centre in Malton
16. To appoint a Councillor to the online training session on carbon emission monitoring provided by North Yorkshire Council’s Climate Change Team via Teams on 11 August 10-11am
17. To receive information on the North York Moors National Park Local Plan Review, views invited by Monday 31 August 2026
18. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
19. To note completion of the clerk’s mid year performance review/appraisal by Councillors Moffat and Woodhams on 13 July
