3. Minutes and Matters Arising
   1. To approve the minutes of the Meeting held on 18th September 2017
   2. To receive the minutes of the Finance Committee meeting held on 5th October 2017
   3. To receive the minutes of the Manor Vale Management committee meeting held on 9th October 2017
   4. To consider matters arising
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters:
   1. To approve cheque payments according to the list provided
   2. To receive the Financial Summary to 31 September 2017
   3. To receive recommendations from the Finance Committee regarding the budget for 2018/19
   4. To determine the precept for 2018/19
   5. To consider and agree to the expense of £75 to purchase 50no. car parking spaces in Town Farm Car Park on 25th November 2017 at the concessionary day rate of £1.50 each
7. Insurance
   1. To review the summary of sums insured prior to the renewal of the Insurance on 1 November 2017
   2. To note that the UK government announced on 16th March 2016 that the general rate of Insurance Premium Tax would increase from 9.5% to 10% with effect from 1st October 2016. In November 2016 the Chancellor announced a further increase to be applied from 1st June 2017 to 12% (the change in rate of taxation is reflected in the renewal rate)
   3. To consider and agree the annual premium rate of £2,642.54 inclusive of 12% insurance premium tax and £15.00 policy administration fee
   4. To note the current public liability limit of indemnity at £5,000,000 and consider an increase to £10,000,000, the additional premium for which would be £295.87 inclusive of 12% insurance premium tax
   5. To note that the 3 year Long Term Agreement with Aviva will expire on 31 October 2018 and to consider and agree renewing the 3 Year Long Term Agreement a year earlier, thus maintaining the reduced rates for a further 3 years
8. To note planning decisions:
   1. 17/00901/FUL | Erection of extension to south elevation of existing factory (part retrospective application) | Sylatech Ltd Ings Lane Kirkbymoorside North Yorkshire YO62 6PX Approved
9. Fracking
   1. To consider and agree the proposal submitted by Cllr Brampton to host a debate between appropriately qualified representatives on the motion “This house believes that UK regulations make fracking safe”
   2. To consider the following three proposals submitted by Cllr Chapman:
      1. To consider making representation to North Yorkshire Police and NYCC about the excessive use of police at the test frack site KM8, the associated expense and negative impact on the local community and seeking clarification whether fracking operations in Ryedale are being policed under anti-terrorism law
      2. To consider and agree to adopt a policy statement regarding HGV movement relating to the test frack site at Kirbymisperton
      3. To consider and agree to make representation to North Yorkshire Police and NYCC Highways & Transport expressing concern about the excessive use of discretionary police traffic decisions and the associated impact on the local community
10. To consider and agree the design of the A170 roundabout
11. To note that the application for a Street Furniture Licence for the bus shelter on the A170 eastbound has been approved
12. To consider and agree to appoint a Working Group to liaise with local businesses for the promotion of Kirkbymoorside
13. To receive information on the current position of the development site at Wainds Field
14. To consider and agree the appointment of Representative Trustees to The United Charities Trust of Kirkbymoorside
15. Weed spraying in the Town Centre
    1. To note that NYCC have failed to carry out the annual weed spraying throughout the town centre
    2. To note that a position statement in respect of the provision or retraction of the aforementioned service has not been provided by NYCC
    3. To consider and agree the addition of the annual weed spraying of the town centre to the grounds maintenance schedule
16. To receive a report on the Repair Cafe held by the Environment Group on 23rd September in the Moorside Room
17. To note the two flood grants approved by Ryedale District Council
18. To receive the minutes of the Ryedale Market Towns Promotion Project meeting dated 13th September
19. Receive the Town Mayor’s Report
20. Receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
