  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To report the cost of training since the last meeting of the Council pursuant to minute 20033
    2. To report accounts paid since the last meeting of the Council and to approve payments according to the list provided
    3. To receive the Financial Summary to 31 October 2020
    4. To authorise payment of £414.22 to Scarborough and Ryedale Carers Resource from the £1000 held for the Community Fridge Project
  7. To consider the term of additional warranty of the Vehicle Activated Traffic Signs (beyond the standard warranty of 24 months) at £150.00 per year per device
  8. To receive the Traffic Regulation Order for the 20 mph speed limit on Tinley Garth, Westfields and West End, which was sealed on 6 November 2020 and will come into operation on 19 November 2020
  9. Trees
    1. To reiterate the Town Council's position statement regarding tree works that wherever necessary any works should be as conservative as possible to ensure the protection of the local trees (recorded at Minute 19038d) of the meeting dated 17 June 2019)
    2. To consider inclusion to the Town Council's position statement of the intention to plant replacement native trees, in suitable locations, to replace any felled trees
    3. To consider options available for management of tree 0166 at the sports field
    4. To receive the quotation for works as recommended in tree safety assessments for Manor Vale woodland, Old Road play area, Ryedale View play area and the sports field and agree the works as necessary
    5. To agree works as necessary
  10. Play Areas
    1. To consider purchase of 6 skate ramp panels (Skatelite Pro Natural 2440 x 1220 x 6mm 6mmx 26mm) at a cost of £960.00 + VAT
    2. To consider the cost of £60.00 for works to customise and replace one skate ramp panel
    3. Cleaning
      1. To note the arrangement for annual jet washing of the play equipment at Ryedale View Play area and the toddler play area at Old Road at a cost of £150 and £100 respectively
      2. To consider delegating authority to the Town Clerk to arrange additional cleans of the play equipment if necessary, in accordance with Financial Standing Order 3.4
  11. To consider the application by Kirkbymoorside Tennis Club for the allocation of £1000 from code 30 towards the cost associated with the purchase and installation of wash facilities at the tennis courts, pursuant to Minute 19094c.iv)
  12. To note the award of £20,000 from the AJ1 Project Road Safety Fund in response to the grant application submitted by the Town Council in partnership with Ryedale Cycle Forum and Kirkbymoorside Environment Group and agree the Document of Understanding
  13. Reopening High Streets Safely Fund
    1. To receive information on Ryedale District Council's management of the Reopening High Streets Safely Fund
    2. To consider the display of Covid signage on selected Town Council owned lamp posts

    1. To consider submission of an Enforcement Request to Ryedale District Council to take Enforcement Action under S215 of the Town and Country Planning Act in respect of the site at the following sites:

To note the response from Luke Hall MP, Minister for Regional Growth and Local Government to Kevin Hollinrake MP following the Town Council's request that the Committee on Standards in Public Life reviews progress on the implementation of the wider recommendations detailed in its 2019 report on the current ethical framework (Minute 20052d)iv.)
    2. To note the further consultation by the Committee for Standards in Public Life (CSPL)
    3. To consider the questions raised in NALC briefing PC13-20 and agree a response
  16. To receive information of North Yorkshire County Council's proposal for a single unitary council to replace the County Council and the seven district councils
  17. To consider joining Local Authorities Climate Action's information network for Low Carbon/Climate Change activities in York and North Yorkshire
