Agenda for the Ordinary Meeting of the Town Council 18 October 2021

Issued on 13 October 2021 for a meeting of the Town Council to be held at 7.30pm on 18 October 2021 in Church House, Kirkbymoorside.

Members of the Council are required to attend in person. Members of the press and public are also welcome to attend. There is limited availability for physical attendance, due to the necessity for social distancing. All participants are required to register their intention to attend by contacting the Town Clerk in advance, by 5pm on the date of the meeting. All attendees are asked to respect the continued need for social distancing and adhere to the Covid-19 safeguarding protocol, including hand sanitising and track and trace/registration upon arrival.

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the meeting held on 20 September 2021
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To report the cost of training since the last meeting of the Council pursuant to minute 20033
    2. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    3. To receive the Financial Summary to 30 September 2021
    4. To note the councillor’s audit for Q1 and Q2 was carried out by Cllrs Holroyd and Wells on 30 September 2021
    5. To note the sync.com annual subscription will renew automatically on 10 November 2021 ($49.00)
    6. To note the Council's registration with the Information Commissioner's Officer will renew automatically on 26 October 2021 (£35.00)
  7. To receive the Natural Flood Management Feasibility Assessment and consider the recommended next steps
  8. Play Areas
    1. To note installation of signage, directing dog walkers that dogs must be on the lead and keep to the public rights of way, at Old Road and Ryedale View play areas, pursuant to minute 21038
    2. To receive the annual Operation Inspection report
      1. To note remedial repairs identified as low risk have been instructed by the clerk in accordance with the Maintenance of Manor Vale Woodland & Grounds Maintenance (Cemetery & Play Area) contract specifications
      2. To receive the quotation for remedial repairs identified as medium risk
      3. To note that works to address compliance issues identified at the basket ball court have been referred to the manufacturer for rectification at no cost
    3. Basketball Court
      1. To note damage to the curved gallery fence at the basketball court reported on 23 September and receive the damage report
      2. To note remedial repairs instructed by the clerk in accordance with Financial Standing Orders at a cost of £131.94
  9. Insurance
    1. To note the Commercial Combined Insurance Policy and Cyber Insurance Policy are due for renewal on 1 November 2021
    2. To consider the annual premium of of £2,257.26 (including IPT and fees) for Commercial Combined Insurance from Royal & Sun Alliance Insurance Plc for the period of cover from 1 November 2021 to 31 October 2022
    3. To consider the annual premium of £461.81 (including IPT and all fees) for Cyber Risk Insurance from Travelers for the period of cover from 1 November 2021 to 31 October 2022
  10. NYCC Highways
    1. To receive information on the progress of road markings and additional signage on West End, Westfields and Tinley Garth, pursuant to Minute 21037 dated 21 June 2021
    2. To receive information regarding the feasibility of designating safe crossing places on Market Place, Piercy End and the A170
  11. To note the proposal for an extended period of free car parking in Town Farm car park is scheduled to be considered by Ryedale District Council's Senior Management Team at the weekly meeting on 21 October 2021
  12. Keep Kirkbymoorside Clean
    1. To consider supporting Keep Britain Tidy's 'We're Watching You' campaign to tackle dog fouling
    2. To consider a ceiling budget for purchase of A3 glow-in the dark correx signs (£25 each + VAT) and A4 bin stickers (£6 each + VAT)
    3. To consider installation of 2no. post mounted bins on Kirby Mills Industrial Estate at a cost of approximately £170 each (costs include materials and installation by Streetscene)
  13. To receive information regarding drainage of the pitch at the sports field
  14. To consider the content of the next issue of The Moorsider
  15. Remembrance Sunday 14 November 2021
    1. To note arrangements are in progress for organisation of the Remembrance Parade
    2. To note Helen Collin DL will be in attendance representing the Lieutenancy
    3. To agree a sum to contribute towards a wreath under s137 of the Local Government Act 1972
  16. To consider participation in the celebration of the Queen’s Platinum Jubilee in 2022
  17. To receive the written update from Cllr Carl Les on progress being made for new governance arrangements in the County
  18. To acknowledge receipt of thanks from Next Steps Mental Health Resource Centre for the grant award of £2,184
  19. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
