Issued on 21 September 2022 for a meeting of the Town Council to be held at 7.30pm on 26 September 2022 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters
   1. To note completion by PKF Littlejohn LLP of the limited assurance review of the Annual Governance & Accountability Return (AGAR) for the year ended 31 March 2022 with no matters raised
   2. To consider the option to opt out of the SAAA central external auditor appointment arrangements from Financial Year 2022/23 to 2026/27
   3. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   4. To receive the Financial Summary to 31 August 2022
7. To receive correspondence from Ryedale Community Foodbank and consider:
   1. the cost of £18 being the shortfall of rent for the period from 01/09/22 to 30/10/22, due to the increase in hire charges
   2. ongoing financial support to cover the cost of room hire at £20 per week, being £260 for the period from 31/10/22 to 29/01/23, and means of payment
8. To receive the latest information on Flood Risk Management
9. To consider the costs associated with the installation of structures at The Pound, pursuant to Minute 22071 dated 18 July 2022
10. Old Road play area
    1. To consider the cost of installation of a double swing unit
    2. To consider the installation of additional play equipment and agree the format for public consultation
11. To receive correspondence from Kirkbymoorside History Group and consider the installation of a bench in the town centre to commemorate Robin Butler, at a cost of £795 + VAT
12. To receive information from All Saints PCC regarding the maintenance of the churchyard pursuant to the matter raised under Questions to the Chair, Minute 22076 dated 18 July and agree a response as appropriate
13. North Yorkshire Council
    1. To recieve information on progress towards a new single council for North Yorkshire
    2. To receive the proposed devolution deal between central government and local authorities for York and North Yorkshire
14. NYCC Highways & Transportation
    1. To note scheduled essential gully cleaning and road sweeping maintenance works on Piercy End, Market Place, High Market Place, West End and Tinley Garth on 22 and 23 September
    2. To note scheduled dropped crossing installation works on West Pasture and Shaw Drive on 30 September
15. To receive correspondence from Kirkbymoorside Environment Group and appoint a representative to the Path for Everyone Steering Committee
16. To note the launch of the North York Moors Management Plan North York Moors Management Plan
17. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
