Agenda for the Ordinary Meeting of the Town Council 17 February 2025
Issued on 12 February 2025 for a meeting of the Town Council to be held at 7.30pm on 17 February 2025 in Church House, Kirkbymoorside.
Members of the Council are required to attend. Members of the press and public are also welcome to attend.

- To note the resignation of Cllr Jean Illingworth
- To note that the office of Councillor Illingworth has been declared vacant, pursuant to section 87(2) of the Local Government Act 1972
- To review the committee membership and delegated representation and appoint members to any vacancies
- Minutes and Matters Arising
- To receive and approve the draft minutes of the Ordinary Meeting held on 20 January 2025
- To consider matters arising
- To note the date of the The Dark Skies presentation on 25 March, pursuant to Minute 24157e, details tbc
- To receive the draft minutes of the Manor Vale Management Committee meeting on 6 February 2025
- Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
- Discussions with Councillors in respect of questions already posed, and any new matters
- To consider financial matters
- To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
- To receive the Financial Summary to 31 January 2025
- To note the cost of £49 for a garden waste licence for the town cemetery
- Moorside Room
- To appoint a Councillor to the vacancy on the Committee
- To receive any expressions of interest in the non-councillor vacancies and consider appointment to the committee
- To receive and approve the draft minutes of the Moorside Room Management Committee meeting on 4 November 2024
- To consider quotations for works to improve the energy efficiency of the building

- To note the allocation of funds to the Moorside Room, Minute 24139 of the Ordinary Town Council meeting dated 16 December 2024;
- £2,500 to cost code 8 from the 2025/26 budget for Moorside Room running costs;
- £10,000 from specific reserves earmarked for project costs to improve the Moorside Room
- To receive information on grant funding opportunities Boiler Upgrade Scheme
- To agree the allocation of funds to building improvements and/or application for grant funding, as appropriate
- To receive further information on the Leeds Art Gallery Loan Scheme and consider participation
- Management and Promotion
- To determine the charges for use of the Moorside Room as the emergency response centre in December 2024
- To receive an update on bookings and income since the last meeting
- To consider any proposals for promotion and publicity of the venue
- To consider unpaid use of the Moorside Room and determine the qualifying criteria, if appropriate
- To consider a ceiling budget of £4000 to be allocated from earmarked reserves(Minute 23215 18.03.2024), to cover the cost of architects fees and planning costs associated with the development of the sports field
- To receive additional information and consider a transfer of public wi-fi supplier to join the NY-Net scheme, consideration deferred from the January meeting, Minute 24158
- To receive information on the requirements and costs associated with the installation of CCTV in the town centre and agree any appropriate action
- To receive information on the Kirkbymoorside Feasibility Study
- To receive information from NYC Highways Authority pursuant to concerns raised about pedestrian safety at the junction of Howe End and Piercy End, Minute 24141 dated 20 December 2024
- To note information received from Institute of Cemetery and Crematorium Management (ICCM)in respect of considerations when all burial plots in a cemetery have been assigned
- To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
