Agenda for the Annual Meeting of the Town Council 18 May 2026
Issued on 12 May 2026 for the annual meeting of the Town Council to be held at 7.30pm on 18 May 2026 in Church House, Kirkbymoorside
Members of the Council are required to attend in person. Members of the press and public are also welcome to attend.
Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.
- To elect the Town Mayor for the coming year
- To record the Declaration of Office of the Town Mayor
- To give a vote of thanks to Councillor Coughlan for their work during the year 2025/26
- Apologies for Absence
- To receive apologies for absence given in advance of the meeting
- To consider the approval of reasons given for absence
- To receive Declarations of Interest in items on the agenda

- To approve the draft minutes of the Ordinary meeting held on 20 April 2026

- To approve the draft minutes of the Planning Committee meeting held on 20 April 2026
- To receive the minutes of the annual town meeting on 5 May 2026
- Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
- Discussions with Town Councillors and the North Yorkshire Councillor in respect of questions already posed, and any new matters
- Financial matters
- To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
- To receive the Financial Summary to 30 April 2026
- To consider the honorarium of £250 for the winding of All Saints' Church Clock
- To confirm the amount of the Town Mayor’s Annual Allowance and how this is to be paid
- Annual Governance and Accountability Return 2025/26
- To note completion of the Annual Internal Audit Report 2025/26 on 14 May 2026
- To consider the Annual Governance Statements as set out in Section 1 of the Annual Return for year ending 31 March 2026 and approve as appropriate
- To approve the Accounts for the year to 31 March 2026 as detailed at Section 2 of the Annual Return for year ending 31 March 2026
- To approve the Bank Reconciliation for inclusion in the Annual Return for year ending 31 March 2026
- To approve a report on variances in the accounts beyond the permitted 15% and £200
- To issue the Notice of public rights and publication of unaudited Annual Governance & Accountability Return 2025/26
- Review of Town Council Policies and Cemetery Fees
- To appoint Councillors to undertake the review and make recommendations for consideration by full Council
- To agree the date of the review
- 2026 Community Awards
- To note active membership of the Planning Group consisting of Cllrs Coughlan, Dowie, Grounds, Woodhams and the Clerk
- To note that nominations are open, closing date 31 July 2026, and nomination forms are available for collection from the library and Home Decorating Centre, and electronically via www.kirkbymoorsidetowncouncil.gov.uk
- To acknowledge support of the 2026 event by RACK Systems Ltd and Smailes Goldie Group
- To receive information on progress of the Honours Board
- To agree the artefact for the 2026 award and authorise the cost of production
- Award Judging
- To appoint judges and agree the date for judging
- To agree the criteria that judges must declare an interest in any self made nominations and exclusion from judging of the corresponding award category
- To note the intention to explore scope for consideration of more business involvement in future events, beyond the window dressing competition
- Biodiversity and Grass Verge Management
- To consider designating the area near the weir as a nature area and installing a blue heart
- To consider reducing the number of road verge cuts per year from 14 to 11 with reference to the 'Good Verge Guide'
- To also consider leaving an uncut area close to any hedges or other boundaries except where this would block visibility for road users
- To note that at their AGM Kirkbymoorside Tennis Club agreed to designate the two banks each side of the steps near the tennis courts as nature areas
- To note the response from the Kirkbymoorside Bowling Club regarding nature areas
- To note Kirkbymoorside Environment Group is holding a Nature Day in the Memorial Hall on Saturday June 13 2026
- “Bandamonium Yorkshire” Saturday 5 September 2026
- To receive information from Kirkbymoorside Town Brass Band in respect of the success of the 2025 event
- To consider support of the 2026 event by application to North Yorkshire Council for temporary closure of Church Street
- To consider the costs of traffic management of £467.75 + VAT and appropriate cost code allocation
- Planning
- To note North Yorkshire Council has reopened the Call for Sites for a period of 6-weeks, closing date 22 June 2026
- Neighbourhood Planning
- To receive information specific to Kirkbymoorside Neighbourhood Planning considerations and agree any action, as appropriate
- To note the consultation on Bradleys Both Neighbourhood Plan Modified to include an additional proposed Local Green Space designation, closing date 3 June 2026 and consider an appropriate response
