2. To receive Declarations of Interest in items on the agenda
3. Minutes and Matters Arising
   1. To receive and approve the minutes of the Meeting held on 16th November 2015
   2. To consider matters arising
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters:
   1. To approve cheque payments according to the list provided
   2. To receive the Financial Summary to 30 November 2015
   3. To approve and sign the Parish Precept form in accordance with minute 15115d)
7. NYCC Highways & Transportation
   1. To note the outcome of the Executive meeting held on 16th December and the decision regarding the proposal for the implementation of short term parking in Kirkbymoorside
   2. To note the proposed locations for implementation of waiting restrictions(extended double yellow lines)on Dale End, Castlegate and A170 roundabout junction
8. To receive an update on library volunteering and the future of Church House
9. To consider the Minerals and Waste Joint Plan - Preferred Options Consultation and consider an appropriate response www.northyorks.gov.uk/mwconsult
10. To note information received from RAY with regards to the ‘Cold Snaps, Warm Homes’ project and extend appreciation to the Kirkbymoorside Environment Group Energy subgroup who are actively involved in this project on behalf of Kirkbymoorside
11. To consider and agree the repairs to the Town Clock at a cost of £500
12. Tour de Yorkshire 2016
    1. To note that the Tour de Yorkshire race route for 2016 has been announced and Kirkbymoorside features on the final day – Sunday 1st May http://letour.yorkshire.com/2016
    2. To consider and agree to form a working group to showcase Kirkbymoorside
13. Christmas Lights
    1. To thank all the volunteers involved in the installation of the Christmas Lights
    2. To thank members of the Helmsley Arts Centre Community Choir, Kirkbymoorside Town Brass Band, Sarah Louise Ashworth School of Dance and Vale Radio for their participation in the 2015 Christmas light switch-on
    3. To consider and agree a ceiling figure of £250 and authorise the Town Clerk to upgrade the Town Tree Christmas lights
14. Community Award
    1. To invite nominations for the Community Award
    2. To note that nominations for the Community Award are required by 30 January 2016
15. To receive the Town Mayor's Report
16. To receive reports from Members representing the Town Council at meetings of outside bodies
17. To receive reports from Members on delegated matters

20. To note the date of the next meeting on 18th January 2016 at 7.30pm in Church House
