  3. Minutes and Matters Arising
    1. To receive and approve the minutes of the meeting held on 18th March 2019
    2. To receive the minutes of the Staffing Committee meeting held on 22nd March 2019
    3. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30 March 2019
    3. To note the 2019/20 National Joint Council for Local Government Services (NJC) pay scales with effect from 1 April 2019
  7. To consider and agree the grant application submitted by All Saints Parish Church in the amount of £3000 to contribute towards the cost of grass cutting and maintenance of the churchyard
  8. Traffic Concerns
    1. To receive correspondence from Lisa Winward, Chief Constable North Yorkshire Police in respect of the traffic concerns on West End
    2. To note that pursuant to the recent traffic surveys North Yorkshire Highway Authority will pursue the creation of Traffic Regulation Orders to implement 20mph speed limits on West End, Tinley Garth and Westfields in proximity to the Primary School through the necessary consultation process, firstly with the statutory consultees, then if there are no insurmountable objections, a wider public consultation will be undertaken
  9. Old Road play area
    1. To note that pursuant to Minute 18243b)i. the initial consultation has been carried out with the residents immediately neighbouring Old Road play area to determine support of the proposal to install lighting
    2. To receive the response to the initial consultation
    3. To consider and agree any appropriate action
  10. 'Stub it, Bin it' Campaign
    1. To produce and display 'Stub it, Bin it' notices
    2. To consider and agree to offer to purchase a cigarette bin for each business on the understanding that the business will be responsible for installing the bin and management of the same
    3. To agree the options for cigarette bins:
      1. BX37 2330 Ashurst aluminium cigarette bin @ £49.99 + VAT + carriage
      2. SR1574 - Economy No Butts Bin @ £18.95 + VAT + carriage
      3. Galvanised steel bucket and sand from £5
  11. Remembrance Day
    1. To note that the 'Lest We Forget' commemorative bench has been installed at Pump Hill
    2. To consider and agree to display red lights on the A170 roundabout as a mark of Remembrance on 11th November each year
    3. To consider and agree the cost of the installation and dismantling of the lighting display
  12. The Moorsider
    1. To receive the Spring issue of The Moorsider
    2. To note that the previous designer of The Moorsider retired in December 2018 and the Spring issue of The Moorsider was designed by the Town Clerk
    3. To note the annual subscription fee of $71.40 with Lucid Software Inc.
    4. To consider and agree continuing design of The Moorsider by the Town Clerk, at the previously agreed fee of £150 per issue (associated costs detailed in Minute 18154)
  13. To receive the free public wi-fi usage report for Q1 2019
  14. To note the consultation on the Draft Priorities for the North Yorkshire Fire and Rescue Plan 2019/21 is currently in progress
  15. To note changes to the local bus services from 28 April 2019
  16. To receive information from Allerton Waste Recovery Park, the waste treatment facility which deals with black waste from homes across York and North Yorkshire

  18. Receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  19. To receive the Town Clerk's report
  20. Questions to the Chairman
  21. To note the date of the next meeting on 20th May 2019 at 7.30pm in Church House
