Agenda for the Ordinary Meeting of the Town Council 16 January 2023
Issued on 11 January 2023 for a meeting of the Town Council to be held at 7pm on 16 January 2023 in Church House, Kirkbymoorside.
Members of the Council are required to attend. Members of the press and public are also welcome to attend.

- To receive and approve the draft minutes of the Ordinary Meeting held on 19 December 2022
- To consider matters arising
- To note local businesses have been invited to a meeting to determine support for the Totally Locally campaign on Thursday 2 February at 3pm, pursuant to minute 22152
- Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
- Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
- To consider financial matters
- To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
- To receive the Financial Summary to 31 December 2022
- To note the renewal of the Scribe Accounts Annual Subscription at a cost of £468.00 + VAT, from 1st March 2023
- To note the re-declaration of compliance to The Pension Regulator deadline of 31 August 2023 and consider the arrangements for pension enrolment
- Development of Kirkbymoorside Cricket and Football club premises
- To receive the draft Stage Two CIL grant application, in progress, for submission by 30 January 2023 to Ryedale District Council for 75% of the total project costs of £207,985, pursuant to minute 22125
- To consider commitment of capital reserves to the project, pursuant to determination of the 2023/34 budget recorded at minute 22106 dated 17 October 2022
- To consider inviting members of the Cricket and Football Clubs to form a Working Group to manage the project
- CCTV at Old Road play area
- To receive the Acknowledgement of Order in respect of the supply and installation on CCTV at Old Road play area at a cost of £2,379.00 + VAT
- To consider and agree the Terms & Conditions of Sale
- To receive an update on progress to date in respect of the Flood Risk Management scheme
- Manor Vale woodland
- To note remedial repairs have been carried out in Manor Vale woodland following storm damage, at a cost £150, authorised by the Town Clerk in accordance with Standing Orders
- To consider reinstatement of the hand rail on the length of footpath leading from the top bridleway to the golf course road at a cost of £600
- To consider the Ryedale Plan Key Decisions consultation, closing date 21 February 2023, and agree a response as appropriate Ryedale Plan Key Decisions Consultation

- To consider formation of a Working Group to liaise with the local residents and businesses to co-ordinate a town event on the weekend of Friday 5 to Monday 8 May 2023
- To consider the allocation of £250 from Cost Code 5 to purchase bunting and decorations
- To consider the estimated expense of £500 for costs associated with management of temporary road closures and allocation of costs from Cost Code 5
- To consider allocation from Cost Code 5 of a ceiling budget for additional expenditure associated with the event
- To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
