Agenda for the Ordinary Meeting of the Town Council 27 February 2023

Issued on 21 February 2023 for a meeting of the Town Council to be held at 7.30pm on 27 February 2023 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

  1. Apologies for absence
    1. To receive apologies for absence given in advance of the meeting
    2. To consider the approval of reasons given for absence
  2. To receive Declarations of Interest in items on the agenda
  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Ordinary Meeting held on 16 January 2023
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters
    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31 January 2023
    3. To review the Cemetery charges
    4. To review the Moorside Room charges
    5. To receive correspondence from NYCC with regards to urban grass cutting highway visibility splays and consider continued provision of this service at the revised rate of 7.5p per m2, accounting for a contribution of £1052.78 in 2023/24
    6. To agree the 2023 honorarium for the winding of All Saints' Church Clock, currently £200
  7. To note submission of the Stage Two CIL grant application on 6 February 2023 to Ryedale District Council for 75% of the total project costs associated with development of Kirkbymoorside Cricket and Football club premises
  8. Remedial repairs at play areas and Manor Vale Woodland
    1. To consider the cost of £350 for works necessary to clear a sufficient berth on both sides of the road leading to the golf course in order to facilitate regular mowing and safe pedestrian passage
    2. To note the allocation by NYCC Public Rights of Way Officer of funds to redress the steps leading from the golf course road to the top bridleway
    3. To note discussions are in progress with the NYCC Public Rights of Way Officer to determine necessary works to redress the footpath leading from Gillamoor Road
    4. To consider the cost of £200 for works necessary to replace rotten gate post and secure fencing between basket ball court and skatepark at Old Road play area
    5. To consider the cost of £540 for works necessary to replace collapsed fence on western boundary and clear debris, remove dead tree hanging on hawthorn bush and fill holes with soil in the play area
  9. Freedom of the Town
    1. To receive the draft Freedom of the Town Policy and consider any revisions
    2. To consider adoption of the Freedom of the Town Policy
    3. To consider a ceiling budget of £150 for costs associated with the award of the Freedom of the Town to Tatyana Heard on 3rd March 2023
  10. To receive an update on progress of the Totally Locally Campaign
  11. To note the response from the community in respect of celebrations to mark His Majesty the King and Her Majesty the Queen Consort’s Coronation, pursuant to minute 22175
  12. To receive information in respect of the North Yorkshire draft Parish Charter and consider a response to the consultation, closing date 12 April 2023
  13. To receive information in relation to the Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) report following an inspection of North Yorkshire Fire & Rescue Service
  14. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  15. To receive the Town Clerk's report

  18. To agree to exclude members of the public from discussion of agenda item 20.
