Issued on 12 July 2023 for a meeting of the Town Council to be held at 7.30pm on 17 July 2023 in Church House, Kirkbymoorside

Members of the Council are required to attend in person. Members of the press and public are also welcome to attend.

  1. Apologies for Absence
    1. To receive apologies for absence given in advance of the meeting
    2. To consider the approval of reasons given for absence
  2. To receive Declarations of Interest in items on the agenda
  3. To receive reports from representatives on outside bodies
  4. Minutes and Matters Arising
    1. To approve the draft minutes of the Ordinary meeting held on 19 June 2023
    2. To consider matters arising
  5. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  6. Discussions with Town Councillors and the County Councillor in respect of questions already posed, and any new matters
  7. To consider financial matters:
    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30 June 2023
    3. To note receipt of the VAT refund in respect of 2021/22 and 2022/2023
    4. To note the cleaning charges for Church House have been revised and the Town Council's 50% contribution of £1,566.50 for 2023
  8. Proposal to install a raised pedestrian crossing on Market Place, pursuant to Minute 23037b. dated 19 June 2023
    1. To review the content of the draft consultation and consider any changes as appropriate
    2. To consider means of publication of the consultation, closing date 1 September 2023
  9. Play Areas
    1. To receive the annual play area inspection reports
    2. To note the surface condition of the Playdale Log & Net Climber (item 13.) has been addressed by application of play grade bark (Minute 23041 dated 19 June 2023))
    3. To consider the report recommendations and agree any action as appropriate
  10. To consider an event for presentation of the 'Community Award' and an opportunity to acknowledge the community’s achievements over the previous 12 months, including receipt of reports from local group and charities
  11. To review the quarterly footfall monitoring report for Ryedale's market towns
  12. To note the date of the meeting to consider arrangements for the next phase of the campaign to support local businesses and promotion of the town on Thursday 27 July at 2pm in The Moorside Room
  13. To receive additional information on how to encourage wild flower growth on the grass verges and consider alterations to the grass cutting schedule for 2024 'No Mow May'
  14. North Yorkshire Council Subsidised Local Bus Services
    1. To receive information of the consultation to review the North Yorkshire Council subsidised local bus services due for renewal in April 2024, closing date 6 September 2023
    2. To consider a response as appropriate
  15. To note damage to one PRoW finger point sign in Manor Vale woodland and consider a contribution of £100 towards the cost of replacement
  16. A170 Roundabout
    1. To receive correspondence from a member of the public raising safety issues regarding the A170 carriageway and traffic visibility issues caused by the roundabout
    2. To note referral to North Yorkshire Council and receipt of confirmation that the Highways Authority do not have any safety concerns at this junction
    3. To consider any action as appropriate
  17. Christmas Lights
    1. To consider the annual inspection and electrical testing of all connections/sockets for the commercial lights
    2. To receive quotations and consider appointment of the works
      1. Quotation A £1388 + VAT to include PAT Testing of all Town Council owned lights and accessories
      2. Quotation B £7958 + VAT
  18. Defibrillators
    1. To receive correspondence from Will Quince, MP, Minister of State for Department of Health and Social Care ( DHSC) regarding defibrillator registration
    2. To note the Town Council defibrillators are already registered on 'The Circuit'
    3. To note the recent software update and installation of replacement battery to the iPAD SP1 Defibrillator, located outside the Bowling Club, Kirkbymoorside sports field
  19. Proposed Upgrade to Existing Radio Base Station, Keld Head Road, Kirkbymoorside YO62 6EN
    1. To receive the pre-application consultation letter and proposed plans in relation to the proposed upgrade to the existing telecommunications installation
    2. To consider a response as appropriate
  20. To note the 2023 YLCA Joint Annual Meeting will be held at 2pm on 22 July at The Mercure York Fairfield Manor Hotel, Skelton, York, YO30 1XW and to receive associated documents
  21. To receive information regarding the D Day 80 Anniversary on 6 June 2024
  22. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  23. To receive the Town Clerk's report
