Kirkbymoorside Town Council

Issued on 13 December 2023 for a meeting of the Town Council to be held at 7.30pm on 18 December 2023 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

1. Apologies for absence
   1. To receive apologies for absence given in advance of the meeting
   2. To consider the approval of reasons given for absence
2. To receive Declarations of Interest in items on the agenda
3. Minutes and Matters Arising
   1. To receive and approve the draft minutes of the Ordinary Meeting held on 20 November 2023
   2. To consider matters arising
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Councillors in respect of questions already posed, and any new matters
6. To consider financial matters
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 30 November 2023
7. Designated Safe Crossing Place - To receive information from NYC Highways in response to the request that other options for a safe closing be explored, both in the town centre and on the A170, pursuant to Minute 23142
8. Flooding
   1. To note that the surface water flooding affecting Windmill Avenue at Manor Woods on 9th and 10th December has been reported to the following authorities/departments:
      1. Countryside Partnerships as developers of Manor Woods
      2. Applebridge as contracted Construction Engineers
      3. North Yorkshire Council:
         1. Lead Local Flood Authority - Resilience & Emergencies Team
         2. Planning Authority - in respect of conditions associated with Application 17/01449/MREM
         3. Highways Authority - in respect of highways drainage
9. To note the consultation by Ryedale Learning Trust on the proposal that Ryedale Learning Trust merges with Areté Learning Trust and consider an appropriate response
10. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
11. To receive the Town Mayor's report
12. Questions to the Chair
13. To agree the date of the next ordinary meeting of the Town Council on 15 January 2024 at 7.30pm in Church House
