- To consider financial matters:
- To approve cheque payments according to the list provided
- To receive the Financial Summary for October 2014
- To note confirmation of the Annual Return for the year 2013-14 by the Auditors and comments recorded
- To note the premium for renewal of the Council’s insurance policy for 2014-15 of £2,323.21, (a decrease from £2,462.88) including the changes in risk assessment with completion of works to The Moorside Room
- To consider and agree to the additional expenditure of £85 to print 'Take the Lead, Incident report' forms for inclusion in the distribution of the Moorsider
- To consider and agree to the installation of an additional gas sub-meter in the Recreation Club building to record the usage of gas by the Football and Cricket Clubs, at a cost of £482.00 plus VAT

- Traffic & Transport
- To receive an update from Helen Gundry on progress of the Local Community Transport Report
- To consider and agree to identify issues from the report and raise these for attention by NYCC Highways and Transportation
- To note that Consultation by NYCC Highways and Transportation is in progress for the proposed short term parking enforcement on Market Place and Crown Square in Kirkbymoorside; a loading bay on West End; and formal bus stops on West End and West Fields
- To consider and agree additional sites for short term parking enforcement within the Town Centre
- To note receipt of correspondence raising concern about traffic on Ings Lane and to consider and agree to submit a 95 Alive Speed Complaint Referral Form to enable the Speed Management Protocol team to investigate further
- To consider and agree a Grant Application from Friends of Moorsbus for £400 to support the Moors Rambler Sunday bus service
- To note the proposed implementation of a Street Lighting Energy Reduction Programme by NYCC Business and Environment Services
- Planning Application 13/01314/MOUT by Gladman Developments Ltd
- To note that the appeal APP/Y2736/A14/2217803 by Gladmans contesting the decision of RDC to refuse to grant planning permission for application 13/01314/MOUT will be heard at an inquiry by the Planning Inspectorate, scheduled to open at 10.00am on 28th October 2014, to be held over 2 to 4 days, at the Council Chamber, Ryedale District Council, Ryedale House, Malton, YO17 7HH.
- To note that the Town Council will be making representation at the inquiry to draw the Planning Inspectors attention to points raised in previous submissions
- Neighbourhood Planning - Following information recieved at the September meeting and circulation of further independent research, Councillors to consider if the drawing up of a Neighbourhood Plan would best serve our community
- The Moorside Room
- To note progress of works to the Moorside Room
- To consider and agree to the inclusion of a disclaimer pertaining to use of wi-fi
- To consider and agree any revisions to the draft disclaimer pertaining to use of wi-fi

- To consider and agree to offer the Moorside Room to local community groups and charities at no charge, in order to coordinate a commemorative event on the weekend of 8th and 9th November 2014

- To note that no businesses have enquired about the use of a sign panel for advertising
- To consider and agree to include a generic panel promoting the local businesses and traders within Kirkbymoorside
- The Royal British Legion
- To note receipt of an invitation by The Royal British Legion to take part in the Remembrance Service and Parade on Sunday 9th November. The parade will march from the Royal British Legion Club at 10.40 to the church and following a church service will march back to the club. There will also be a 2 minutes silence on Tuesday 11 November at 11.00am.
- To agree a sum to donate to contribute to the cost of a wreath under s137 of the Local Government Act 1972
- Christmas
- To receive a report on the arrangementrs in progress for the christmas light switch-on on 29th November
- To consider and agree a ceiling expenditure to contribute to the costs of the event
- To consider and agree the cost of £75 to purchase 50 parking tickets, (47 spaces plus 3 disabled parking bays) at the RDC Concessionary rate of £1.50 each in oder to offer (limited)free car parking on 29th November 2014
- To consider and agree to hold a best dressed Christmas window competition
