  4. Casual Vacancy
    1. To resolve to declare Councillor Well's office to be vacant: Section 86(1) of the Local Government Act 1972 as amended
    2. To resolve to give public notice of the vacancy on the Parish Council: Section 87(2) of the Local Government Act 1972
    3. To resolve to determine where the notice of the vacancy should be placed: Section 232 of the Local Government Act 1972 as amended
  5. Vacancies
    1. To agree to fill two vacancies on the Town Council by co-option
  6. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  7. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  8. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31 August 2018
    3. To note completion of the review of the Annual Governance & Accountability Return (AGAR) for the year ended 31 March 2018 by PKF Littlejohn LLP with no matters raised (Sections 20(2) and 25 of the Local Audit and Accountability Act 2014 and Accounts and Audit Regulations 2015 (SI 2015/234))
  9. Traffic Concerns on West End
    1. To receive the response with regards to the proposal to install bollards on West End - 6 in favour: 30 in opposition
    2. To consider and agree the feasibility of the proposal to install bollards on West End on the basis of the response received
    3. To receive information from NYCC Highways with regards to the feasibility of introducing a One Way traffic system westbound on West End
    4. To receive correspondence on behalf of Tinley Garth residents opposing a One Way traffic system westbound on West End
    5. To receive correspondence from the pupils at Kirkbymoorside Community Primary School with regards to traffic concerns on West End
    6. To consider and agree any appropriate action on the basis of information received
  10. Insurance
    1. To review the summary of sums insured prior to the renewal of the Insurance on 1 November 2018
    2. To consider and agree the annual premium rate of £2,680.21 inclusive of 12% insurance premium tax plus the £25.00 policy administration fee
  11. To note that pursuant to Minute 18066 Tree Preservation Order (TPO) No 347/2018 has been made by Ryedale District Council in respect of the Silver Birch trees located at 43 Penny Piece & 48 Piercy End Kirkbymoorside YO62 6DQ
  12. To note that pursuant to Minute 18067c) II. applications have been submitted to the Ryedale Community Grant fund by Kirkbymoorside Bowls, Football and Squash Clubs in conjunction with the Town Council’s application for S106 monies to cover the costs of the project to resurface the car park at the sportsfield for a decision on 15 November 2018
  13. To note correspondence regarding eligibility to participate in the Examination of the Ryedale Plan
  14. To note that North York Moors National Park Authority are seeking views on the North York Moors Draft Local Plan, comments to be received by 12 October 2018 www.northyorkmoors.org.uk/preferredoptions
  15. Governments proposal to allow the exploration phase of hydraulic fracturing (fracking) to be allowed under Permitted Development
    1. To receive correspondence from Frack Free Helmsley/Kirkbymoorside and agree a suitable response
    2. To consider and agree to endorse local control of fracking by Mineral Planning Authorities;
    3. To consider and agree support of the current North Yorkshire MWJP and the Definitions within it;
    4. To consider and agree to support Ryedale District Council’s instruction of the planning officers to respond to the government consultation accordingly, by rejecting the changes proposed for PD and NSIP as inappropriate and with the view that the North Yorkshire MWJP should have primacy for all planning decisions at all stages of fracking;
    5. To consider and agree to support Ryedale District Council’s request of NYCC to support this opposition to government policy.
  16. To consider and agree the proposal by Cllr Chapman on behalf of 'Let Communities Decide' that The Moorside Room be available free of charge on Saturday 29th September from 10am to 1pm for a public information event
  17. To consider and agree to pursue improvements to the half basketball court at Old Road play area and to authorise the Town Clerk to consult with the young people who proposed the court and to determine the cost implications of the various options
  18. To note that pursuant to Minute 18067 10m3 of 8-40mm Play Grade Bark has been purchased and the exercise to apply the bark to the Playdale climber pit at Old Road play area and to the woodland trail at Ryedale View play area was completed on 11th September by the Community Payback team coordinated by Humberside Lincolnshire & North Yorkshire Community Rehabilitation Company Limited (HLNY CRC)
  19. To consider and agree the request of the local Rotary for the addition of an information panel to the 'Welcome to Kirkbymoorside' sign detailing 'Home of the Moors Gateway Rotary', the costs to be met by applicant
  20. The Royal British Legion Remembrance Service and Parade, Sunday 11th November 2018
    1. To note receipt of an invitation by The Royal British Legion to take part in the Remembrance Service and Parade
    2. To agree a sum to contribute towards a wreath under s137 of the Local Government Act 1972
  21. To note the #DontBeAWaster – Reduce, Reuse, Respect campaign draws to a close
  22. To receive correspondence from Next Steps Mental Health Resource Centre
