  3. Minutes and Matters Arising
    1. To approve the minutes of the Meeting held on 17th September 2018
    2. To receive the minutes of the Manor Vale Management Committee meeting on 8th October 2018
    3. To receive the minutes of the Five Towns meeting held on 3rd July 2018
    4. To consider matters arising
  4. To receive an application for the vacancy on the Town Council and to elect the candidate by co-option
  5. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  6. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  7. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30 September 2018
  8. West End - To receive correspondence from NYCC Highways Authority in response to the Town Council's application for an experimental Traffic Regulation Order to implement a one-way system on a trial basis and agree a suitable response
  9. To consider and agree an extension to the consultation regarding the bus shelter on the A170 eastbound
  10. Christmas Lights
    1. To note that arrangements are in progress in respect of the new Christmas lights for the A170 roundabout, very generously gifted to the town by Lesley Temple
    2. To note that the new Christmas lights on the A170 roundabout will need to be suspended from a mast which will be inserted into a ground fixed sleeve, works to install the sleeve to be carried out by NYCC Highways contractors
    3. To note that electrical testing was carried out on the town Christmas lights on 8th October 2018 and it was determined that repairs to 5no. Christmas motifs are not viable
    4. To consider and agree the purchase of 5no. Christmas motifs and set a ceiling budget for the same
  11. To consider and agree to delegate authority to the Town Clerk to appoint contractors (with a minimum of £3million Public Liability Insurance) to carry out remdial repairs and maintenance works, within the parameters of the Financial Standing Orders and Minute 411c
  12. To consider and agree the installation of additional signage at the play areas
  13. To consider and agree to support an application to Trading Standards to set up a No Cold Calling Zone on West Pastures
  14. To note that Ryedale District Council are conducting a review of the polling districts, polling places and polling stations and agree a response as appropriate
  15. To consider and agree the proposal by Cllr Chapman that Kirkbymoorside set up and promote a “stub it”, “bin it” campaign
  16. To note the relaunch of Ryedale District Council's 'Don't Be A Waster - Reduce, Reuse, Respect' campaign and forthcoming events
  17. To consider and agree the proposal by Cllr Chapman that the NYCC Youth Club be offered regular use of the Moorside Room at the reduced rate of £10
  18. To receive a report on the Repair Café held by the Environment Group on 22nd September 2018 in the Moorside Room
  19. To note information received from Spacehive in respect of opportunities for crowd funding for civic projects entitled 'Transforming spaces and bringing communities together in Ryedale'
  20. To consider and agree making a donation to the RDC Chairman's Charity Fund
  21. To note that resurfacing works are scheduled to take place in Town Farm car park on 8th November 2018

  23. Receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
