  2. To receive Declarations of Interest in items on the agenda
  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Ordinary Meeting held on 21st October 2019
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31st October 2019
  7. VAS
    1. To note that the contract for deployment of the temporary VAS units expires on 30 March 2020
    2. To receive information from NYCC on the extension of temporary Vehicle Activated Sign (VAS) protocol
    3. To consider and agree the deployment of VAS units in Kirkbymoorside post March 2020
  8. West End
    1. To receive a request by the residents of three properties on West End for the installation of bollards only for the length of footway between 36 and 40 West End
    2. To note that there are utilities apparatus in the footway at the proposed location between 36 and 40 West End and trial holes would be required to ascertain service location and depth prior to excavation to install bollards
    3. To consider and agree to re-visit the consultation with West End residents for the installation of bollards only between 36 and 40 West End
  9. Website Accessibility
    1. To note the new government regulations for public sector bodies’ websites will come into effect from 23 September 2020
  10. Complaints
    1. To note complaints received from former councillor Derek Chapman in April 2019 and further to confirm that the complaints were referred immediately to the Monitoring Officer at Ryedale District Council
    2. To note the Town Council submitted a full and detailed response refuting all the allegations made, dated the 20th June 2019
  11. To receive the response from Helmsley Town Council to North Yorkshire Police, Fire and Crime Commissioner in respect of the replacement of fire engines with 3-person Tactical Response Vehicles (TRVs) dated 25th October 2019
  12. To consider and agree the use of any spare Town Council Christmas decorations for display in the town, to be co-ordinated by the Town Clerk
  13. Receive the Town Mayor’s Report
  14. Receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  15. Receive the Town Clerk's report
  16. Questions to the Chair
  17. To note the date of the next ordinary meeting of the Town Council on 16th December 2019 at 7.30 pm in Church House
