Agenda for the Ordinary Meeting of the Town Council 19 July 2021

Issued on 14 July 2021 for a meeting of the Town Council to be held at 7.30pm on 19 July 2021 in Church House, Kirkbymoorside.

Members of the Council are required to attend in person. Members of the press and public are also welcome to attend. There is limited availability for physical attendance, due to the necessity for social distancing. All participants are required to register their intention to attend by contacting the Town Clerk in advance, by 5pm on the date of the meeting. Email town.clerk@kirkbymoorsidetowncouncil.gov.uk or leave a message by telephone 01751 432217.

All attendees are required to wear face coverings (unless exempt) and adhere to the Covid-19 safeguarding protocol, including hand sanitising and track and trace/registration upon arrival.

The meeting will also be live streamed to enable any members of the public simply seeking to watch (and not participate in the meeting) to do so safely and reduce numbers in attendance.

    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided

  7. Grants
    1. To consider the grant application submitted by Next Steps Mental Health Resource Centre for £2,184 to cover the cost of rent for the Kirkbymoorside sessions
    2. To consider the grant application submitted by Moorsbus for £500 to cover the associated costs of one bus for two days service
    3. To note the installation of wash facilities at the tennis courts has been completed and to receive thanks from Kirkbymoorside Tennis Club for the allocation of £1000 (Minute 19094c.iv)
  8. S106 and Community Infrastructure Levy (CIL)
    1. To note availability of £2,287.00 in Section 106 funds associated with ‘Westfield Mews’ - Planning Application 01/00028/FUL Erection of 18 no. three bedroomed dwellings and 13 no. two bedroomed flats with associated parking and access at West End Garage, Westfields
    2. To note the closing date for funding applications for S106 funds of 3 September 2021
    3. To note the CIL payment of £408 in respect of development at 6 Market Place Planning Application 17/00101/FUL | Change of use and alterations to existing two-bedroom apartment, attached outbuilding and rear section of retail units to form a total of 3no. one-bedroom apartments, 2no. two-bedroom apartments and 1no. ground floor retail unit following demolition of existing extension to north-west elevation | 6 Market Place Kirkbymoorside YO62 6DB
    4. To note the CIL payment of £32958.75 in respect of development at Wainds Field Planning Application 18/01313/MFUL, which will be paid in four instalments of £8239.68 in August 2021, November 2021, February 2022 and August 2022.
  9. Flood risk management at Kirby Mills and Keldholme
    1. To receive the proposal from JBA Consulting for a Natural Flood Management Feasibility Assessment of the River Dove upstream of Kirkbymoorside to provide potential flood mitigation options to the residents of Keldholme/Kirby Mills
    2. To consider the cost of £4,985 (+ VAT) for the assessment, for presentation to appropriate authorities in support of efforts to initiate satisfactory action
  10. Street furniture
    1. To note the street furniture licence has been issued by NYCC Highway Authority for the installation of a bench outside 7 Market Place
    2. To consider the costs associated with purchase of a 6ft wooden bench: £695 (+ VAT); £80 - £100 (+ VAT) engraving and £40 installation charge
    3. To consider the request from Moors Gateway Rotary to donate the cost of a 6ft wooden bench (including installation) engraved with “Moors Gateway Rotary” to the Town Council
    4. To receive a request for the installation of a tree planter outside 24 and 26 Market Place and consider application to NYCC Highway Authority for a street furniture licence
    5. To consider allocation of funds from the initial CIL payment of £8239.68 in respect of development at Wainds Field Planning Application 18/01313/MFUL to cover the cost of purchase and installation of tree planters
    6. To receive the audit of Town Council benches and seats
    7. To consider application for the S106 funds associated with ‘Westfield Mews’ to cover the cost of the programme of refurbishment of street furniture
    8. To consider application of the £408 CIL payment in respect of development at 6 Market Place Planning Application 17/00101/FUL to cover the cost of refurbishment of the three benches on Market Place
  11. Christmas lighting
    1. To consider converting the lighting columns on Piercy End, Market Place and High Market Place with sockets and timers to support Christmas lighting motifs at the cost of £4,282.30 + VAT
    2. To consider the request by a member of the public to donate the cost of the conversion of lighting columns to support Christmas lighting motifs
    3. To consider the proposal for provision of new Christmas lighting
    4. To consider the request by a member of the public to donate the cost of the Christmas lighting
  12. To consider renewal of the clerk's annual membership to the Society of Local Council Clerks due on the 1st August 2021 at a cost of £234
