Agenda for the Ordinary Meeting of the Town Council 19 December 2022

Issued on 13 December 2022 for a meeting of the Town Council to be held at 7pm on 19 December 2022 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

  3. Casual Vacancy
    1. To note that there have been no requests for by-election in response to the public notice of the vacancy on the Town Council: Section 87(2) of the Local Government Act 1972

  4. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Planning Committee meeting held on 21 November 2022

    3. To consider matters arising
      1. To note the street lighting on Swineherd Lane is currently comprised of sodium lanterns and conversion to LED will be considered in 2023, pursuant to information received at agenda item 16 at the Ordinary meeting dated 21 November 2022
  5. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  6. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  7. To consider financial matters
    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30 November 2022
  8. To consider the application by Kirkbymoorside Bowls Club for £1300 CIL funds to cover the cost of works to facilitate disabled access to the premises
  9. Ryedale School 3G project
    1. To receive additional information pursuant to questions raised at the Ordinary meeting dated 21 November minute 22123
    2. To consider the application by Ryedale Learning Trust for CIL funds to support the 3G project at Ryedale School
  10. Development of Kirkbymoorside Cricket and Football club premises
    1. To receive information of the Stage One CIL grant application submitted on 30 November 2022 to Ryedale District Council for 75% of the total project costs of £207,985, pursuant to minute 22125
    2. To receive the determination of eligibility of the application, to be issued on 16 December 2022, and consider completion of a Stage Two application if invited
  11. CCTV at Old Road play area
    1. To receive the responses to the public consultation pursuant to minute 22127 e)
    2. To note the cost of £2,379.00 + VAT for supply and installation, approved at the Ordinary meeting dated 21 November minute 22127 d)
    3. To consider additional charges:
      1. £600 annual monitoring charges
      2. £60 rolling monthly cost of the Data Sim after year 1 based on a 6 month minimum term
  12. 'Freedom of the Town' - an honorary privilege in recognition of achievement or contribution to the town
    1. To receive information on arrangements for presentation of the award to Tatyana Heard
    2. To consider adoption of a Freedom of the Town Policy in order to bestow the title of Honorary Freeperson to future nominees
  13. To consider inviting local businesses to a meeting in January to determine support for the Totally Locally campaign and to establish a working group Totally Locally
  14. To consider the invitation to town and parish councils to submit expressions of interest in managing services and assets on behalf of North Yorkshire Council, closing date for expressions of interest on 31 March 2023
