Issued on 13 November 2024 for a meeting of the Town Council to be held at 7.30pm on 18 November 2024 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

  5. Discussions with Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters
    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31 October 2024
    3. To note Q1 & Q2 of the Councillors Audit was carried out on 29 October 2024
    4. To note the date of the Finance Committee meeting on 25 November
    5. To note the award of £2000 in support of the 3G pitch project at Ryedale School (resolution recorded at Minutes 19021b dated May 2019 and 22123 dated November 2022) 2019 Ryedale School 3G project funding application
  7. To note the Cyber Risk Insurance is due for renewal from 27 November 2024 and consider the renewal cost of £334.88 (including IPT and all fees)
  8. Staffing
    1. To review the Staffing Committee membership
    2. To note the Local Government Association (LGA) agreement on the 2024/25 pay scales to be implemented from 1 April 2024
    3. To receive the revised NJC pay scales for 2024/25 to be implemented from 1 April 2024
    4. To agree the date of the Staffing Committee meeting
  9. Community Awards & Celebration Events
    1. To receive a report on the Community Celebration Event and Community Awards on 12 October 2024
    2. To consider formation of an Events Committee

  10. Moorside Room
    1. To receive the minutes of the Moorside Room Committee meeting dated 4 November 2024
    2. To consider the Committee's recommendation to invite applications for the remaining (three) non-councillor committee member vacancies from the wider community
    3. To receive information on alternative heating options and consider quotes received to date
    4. To receive information on funding opportunities and consider application for the costs associated with improvement works
    5. To consider the cost of remedial repairs identified by the Committee and the appointment of a cleaner
  11. To note due warranty expiry of the defibrillator at the sports field and consider the replacement cost of £850 + VAT with a 7 year warranty
  12. To receive information from North Yorkshire Council regarding the NYC corporate wi-fi and consider changing provider for the public access free wi-fi
  13. Wildflower Friendly Verges
    1. To receive an update on the wild flower areas trial
    2. To receive proposals for revisions to the grass cutting schedule, deferred consideration from the meeting dated 21 October 2024, Minute 24096
    3. To consider revisions to the 2025 grass cutting schedule
  14. To consider a review of the timings of the town street lighting schedule
  15. Ryedale View Play Area
    1. To receive additional proposals for new equipment
    2. To consider further community engagement by inviting members of the public to form a focus group for selection of equipment
  16. To consider the proposed disabled parking bay on Queen’s Way in Kirkbymoorside
  17. To appoint judges to the Christmas Window Competition
  18. To receive information on the Ministry of Housing, Communities and Local Government High Street Rental Auction policy
  19. To receive information about the 80th Anniversary of VE Day on 8th May 2025 and agree any appropriate action
