- To receive the minutes of the Play Areas and Sports Committee meeting held on 29th June 2017
- To receive the minutes of the Manor Vale Management Committee meeting on 10 July 2017
- To consider matters arising
- Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
- Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
- To consider financial matters:
- To approve cheque payments according to the list provided
- To receive the Financial Summary to 30 June 2017
- To note that the VAT claim has been submitted to HM Revenue & Customs for refund in the amount of £8,697.25 for the period 01/04/2016 to 31/03/2017
- To consider and agree to authorise payment by standing order to Clannet for monthly charges associated with the public wi-fi of £78.40 (Service charge £30.00, Line Rental £11.33, Broadband £24.00 + VAT 20% £13.07 minute 16183) (see agenda item for public wi-fi survey report)
- To agree to continue paying for the Yorkshire Post at a quarterly subscription charge of £71.76 (increased from £65.52 in July 2016, £59.28 in July 2015 and £55.64 in November 2014)
- To consider and agree purchase of a long stay parking permit for the town clerk at a quarterly cost of £52.00
- Grant Applications
- To consider and agree the grant application submitted by Ryedale School Parent Teacher Association in the amount of £1,425.00 (no VAT) for the purchase of an Epsom-EB-696 Ui Projector
- To consider and agree the grant application submitted by Kirkbymoorside Football Club in the amount of £1,808.33 + VAT to cover the cost of supply and installation of replacement flooring in the cricket and football clubhouse as part of the refurbishment project
- To note the schedule of deadlines in respect of RDC Grants 2017/18
- To receive information from Melanie Farnham, Highways Improvement Manager, North Yorkshire County Council Highways and Transportation on the schedule of works to upgrade Ings Lane, including alterations to the A170 roundabout
- Bus Shelters
- To consider information received from Northern Ryedale Public Transport Group
- To consider and agree the cost to purchase 2no. bus shelters to be sited on New Road
- To consider and agree the bus shelter specifications/design
- In view of the number of sites in the town that have planning permission but that remain undeveloped, to consider and agree a position regarding the sites designated for residential development on the Local Plan that have not yet been developed, and communicate this to the Planning Authority and developers
- To consider and agree to elaborate on the Fracking Policy
- To receive information on the Reform of Data Protection Legislation and the introduction of the General Data Protection Regulations 2018 to apply to local authorities from 25 May 2018
- To note that the Parish Portal is now available to report and track highways and street lighting issues online
- To note that Ryedale District Council have signed up to the North Yorkshire Community Messaging service https://www.northyorkshirecommunitymessaging.org
- To consider and agree to initiate a Dementia Awareness campaign in Kirkbymoorside
- To receive the findings of the service provision assessment carried out by Clannet on Friday 7th July 2017 in response to complaints about the public wi-fi
- Christmas Lights
- To note that a member of the public has offered to purchase, on behalf of the town, Christmas lights for the A170 roundabout
- To consider and agree the design and specification of the proposed Christmas lighting
- To note that the Town Council's Rural Action Yorkshire & Community First Yorkshire membership is due for renewal and agree to renew the same at a cost of £35
- To note that the Town Clerk's SLCC membership is due for renewal and agree to renew the same at a cost of £177 http://www.slcc.co.uk/content/membership-benefits/8/
- To note that the Town Clerk's ALCC membership is due for renewal and agree to renew the same at a cost of £10 http://www.alccunion.co.uk
- To note the NYCC Hazardous Household Waste Consultation will run until 2 October 2017, participation is online via www.northyorks.gov.uk/hhwconsultation
- To acknowledge receipt of thanks from Next Steps for the grant of £1,040 which will support the 'Kirkbymoorside Hub' and continue to reduce the stigma of mental health and reduce isolation and loneliness in Kirkbymoorside
- To note information received from the York & North Yorkshire Play and Recreation Association
- To consider and agree a request by the Kirkbymoorside Environment Group for use of the Moorside Room to host a monthly Repair Cafe
