Issued on 15 November 2023 for a meeting of the Town Council to be held at 7.30pm on 20 November 2023 in Church House, Kirkbymoorside.

Members of the Council are required to attend. Members of the press and public are also welcome to attend.

    1. To note with sadness the recent passing of Cllr Cossins
    2. To note that the office of Councillor Cossins has been declared vacant, pursuant to section 87(2) of the Local Government Act 1972
  2. Apologies for absence
    1. To receive apologies for absence given in advance of the meeting
    2. To consider the approval of reasons given for absence

  4. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Ordinary Meeting held on 16 October 2023
    2. To receive and approve the draft minutes of the Finance Committee meeting on 15 November 2023

  5. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  6. Discussions with Councillors in respect of questions already posed, and any new matters

    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31 October 2023
    3. To note Q1 & Q2 of the Councillors Audit was carried out on 15 November 2023
  8. Insurance
    1. To note the Cyber Risk Insurance is due for renewal from 22 November 2023
    2. To consider the quotations for Cyber Risk Insurance for the period of cover from 22 November 2023 to 21 November 2024:
      1. Quote A £367.36 (including IPT and all fees)
      2. Quote B: £318.08 (including IPT and all fees)
  9. Triennial Tree Safety Assessments (Agenda item 9 of the Ordinary meeting dated 16 October 2023 - deferred)
    1. To receive the quotation for recommended works identified in the tree safety assessments for Manor Vale woodland, Old Road play area, Ryedale View play area and the sports field
    2. To consider the quotation for works identified as high priority and allocation of the associated costs to the 2023/24 budget, as follows:
      1. Manor Vale £2620
      2. Old Road play area £460
      3. Ryedale View play area £300
      4. Sports field £160
    3. To consider the quotation for remaining works and allocation of the associated costs to the 2024/25 budget, as follows:
      1. Manor Vale £3750
      2. Old Road play area £720
      3. Ryedale View play area £400
      4. Sports field £400
    4. To consider the cost of £500 for works at the allotment site to cut back overhanging branches from trees on Manor Vale boundary (Agenda Item 11b. of Ordinary meeting dated 16 October 2023 - deferred)
  10. Play Areas
    1. To note the cost of £685.51 + VAT to replace the balance beam element of the Playdale Trim Trail at Old Road play area, authorised by the Town Clerk in accordance with Financial Standing Orders
    2. To consider the cost of £6,520.99 + VAT for repairs to the footpaths throughout Old Road play area
  11. 2023/24 National Salary Award
    1. To note the Local Government Association (LGA) agreement on the 2023/24 pay scales to be implemented from 1 April 2023
    2. To receive the revised NJC pay scales for 2023/24 to be implemented from 1 April 2023
  12. 2024/25 Budget
    1. To consider the 2024/25 Budget Monitoring Document
    2. To receive recommendations from the Finance Committee regarding the budget for 2024/25
    3. To agree the budget for 2024/25 and determine the precept
  13. Designated Safe Crossing on Market Place
    1. To receive the responses to the consultation for installation of a raised crossing on Market Place
    2. To note the result of the public consultation does not demonstrate unanimous support of the proposal
    3. To consider referral to the Highway Authority, North Yorkshire Council, to determine any appropriate action
  14. Community Celebration Event considerations pursuant to Minute 23090 dated 18 September 2023
    1. To consider the award criteria
    2. To consider inviting a local role model to participate in the event as presenter/MC and member of the judging panel
    3. To consider logistics of the event including date, venue and capacity
    4. To consider the nature/format of the awards
    5. To consider the financial implications of the event including sponsorship and budget
  15. Wildflower Friendly Verges
    1. To note receipt of expressions of support for the proposal to trial wildflower friendly verges
    2. To consider arrangements for the trial exercise to encourage wildflower growth on the grass verges
  16. To receive correspondence from Zero Hour seeking support for the Climate and Ecology Bill and consider an appropriate response
  17. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
