Issued on 11 February 2026 for the Ordinary meeting of the Town Council to be held at 7.30pm on 16 February 2026 in Church House, Kirkbymoorside

Members of the Council are required to attend in person. Members of the press and public are also welcome to attend.

Photographing, recording, broadcasting or transmitting the proceedings of a meeting is permitted so long as this does not disrupt the meeting in any way. As a matter of courtesy should you wish to record the meeting please make this known to the Chair.

1. Apologies for Absence
   1. To receive apologies for absence given in advance of the meeting
   2. To consider the approval of reasons given for absence
2. To receive Declarations of Interest in items on the agenda
3. Minutes and Matters Arising
   1. To approve the draft minutes of the Ordinary meeting dated 19 January 2026
   2. To consider matters arising
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Councillors in respect of questions already posed, and any new matters
6. Financial matters
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 31 January 2026
   3. To note the new Section 137 expenditure limit for 2026/2027 financial year of £11.60 per elector, up from £11.10 in 2025/26
7. Biodiversity and grass verge management
   1. To consider and agree that being mindful of the Council’s legal responsibility regarding biodiversity, Kirkbymoorside Town Council will seek to restore and enhance precious habitat within the town
   2. To receive feedback from the public meeting on 4 February 2026, facilitated by the Town Council
   3. To review the contract for grass verge cutting and consider the proposal to reduce the annual number of cuts from 14 to 9
   4. To consider a stepped approach to some verges as trialled in 2025 by North Yorkshire Council
   5. To review the schedule of hedge cutting and consider the proposal to cut each side of the hedges and the top on a two or three year rotation so that blossom and berries are allowed to grow
   6. To consider and agree to designate Nature Areas where native wild flowers will be allowed to grow and management will be to cut and collect in Spring and late Summer
   7. To consider and agree to install Blue Hearts in the above areas with QR Codes giving information about the initiative
   8. To consider and agree to produce a poster showing the 40 native plants identified in 2025 on the bank adjacent to the A170 and West Lund Lane and publication of this information in the Moorsider and displayed on the main Town Council noticeboard
   9. To consider and agree to seek advice from Holly Ramsden (NYMNPA) regarding a review of the Town Council’s information boards for the Nature Areas
   10. To consider reimbursement of £55 to Kirkbymoorside In Bloom for the cost of application to the RHS Golden Rose initiative
8. To receive design proposals for the town logo and branding, as part of Kirkbymoorside Community Support Group's project funded by York and North Yorkshire Combined Authority VSHS Fund, and agree any comments
9. Flood Response & Resilience
   1. To receive the latest information from the Environment Agency in respect of the River Dove Natural Flood Management Project
   2. To receive the Town Council's correspondence, delivered to residents of Kirby Mills and Keldholme, pursuant to Minute 25160d.
10. Moorside Room
    1. To consider hosting a exhibition of works by local artist Lewis Crichton as part of the programme to relaunch the Moorside Room
    2. To consider other events to add to the programme to relaunch the Moorside Room
11. Utilities at the Sports Field and Moorside Room
    1. To note the forecast increase in energy network charges from April 2026
       1. Energy Live News Article: From April get ready for 60% network charge rises
       2. Money Supermarket Article: Electricity standing charges for British businesses are planned to increase by almost double in April 2026
    2. To consider aligning the energy contracts at the sports field and Moorside Room with the same supplier, Corona Energy, until 30/03/2031
    3. To consider the 36 month fixed term contract with Water Plus for the sports field, currently no contract term with Business Stream
    4. To consider and agree the terms and rates of energy contracts with Corona Energy and water contracts with Water Plus
12. To consider support of the request by a member of the public to North Yorkshire Council Street Lighting for the addition of a shield to lantern LP3 on Crown Square in addition to reduced night light within the Conservation area
13. To note the revised date of the YLCA Ryedale Branch meeting at 7.00pm on Monday 9 March 2026 and consider any agenda items for discussion
14. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
15. To receive the Town Clerk's report
16. To receive the Town Mayor's report

18. To note the date of the next ordinary meeting of the Town Council on 16 March 2026 at 7.30pm in Church House
