  2. To receive Declarations of Interest in items on the agenda
  3. Minutes and Matters Arising
    1. To receive and approve the draft minutes of the Meeting held on 20th May 2019
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 31st May 2019
  7. NYCC Highways & Transportation
    1. To note that due to significant opposition no waiting at any time restrictions (double yellow lines), on the North West side of Tinley Garth, between the junctions of Shaw Drive and Westfield/West End will not be introduced
    2. To note that due to significant opposition no waiting at any time restrictions (double yellow lines), on Dale End and Castlegate, in the vicinity of the mini roundabout at the top of High Market Place will not be introduced/extended
    3. To receive correspondence from NYCC Highways & Transportation in respect of proposed 20mph speed limit on West Fields, West End and Tinley Garth and agree a suitable response
  8. Grants
    1. To note that there remains £4,160 available for allocation from the 2019/20 grant budget
    2. To receive the following grant applications:
      1. Grant application submitted by Kirkbymoorside Brass Band for £2500 to contribute towards the cost of the new concert hall
      2. Grant application submitted by Kirkbymoorside Community Library for £2600 to cover the annual cost of cleaning Church House
      3. Grant application submitted by Kirkbymoorside History Group for £750 to cover the printing and advertising costs associated with the Kirkbymoorside Heritage Day on Saturday 20th July 2019
      4. Grant application submitted by Moorsbus CIC for £500 to cover the associated costs of one bus for two days service
      5. Grant application submitted by Next Steps Mental Health Resource Centre for £1560 to pay for the annual rent for the Kirkbymoorside programmes
    3. To consider and agree the allocation of funds from the 2019/20 grant budget
  9. Town Council Standing Orders and Charges
    1. To review the Standing Orders and agree any changes as necessary
    2. To review the Financial Standing Orders and agree any changes as necessary
    3. To review the Town Cemetery charges and agree any changes as appropriate
  10. To review the Community Resilience Plan and agree any changes as necessary
  11. To consider and agree the cost of £372 + VAT for replacement of the central guide pulley of the All Saints Church clock to be carried out with the 2020 service visit (allocation of expenditure from 2020/21 budget)
  12. Tree Preservation Orders
    1. To note that tree works have been carried out at Grace Lane Vets, as detailed in the Conditional Approval granted by Ryedale District Council dated 3rd April 2019 in respect of Application 19/00248/TPO Fell T1 Horse Chestnut and crown reduce by 4m T2 and T3 Horse Chestnuts all of TPO 322/2009
    2. To consider identifying other trees within the parish that have a need for preservation and agree to liaise with land owners and respective agencies where appropriate in order to ensure their conservation
    3. To consider and agree to make enquiries of the Ryedale District Council regarding the process for identifying trees that are unsafe and the criteria for removing preservation orders in order to fell such trees
    4. To consider and agree to adopt a position statement with regards to tree works that wherever necessary any works should be as conservative as possible to ensure the protection of the local trees
  13. To note the purchase of 2 sets of spare defibrillator pads for each of the Cardiac Science Powerheart G5 and iPAD SP1 AED defibrillators at a total cost of £107.90 + VAT
  14. To receive information on the possibility of a shared dog warden service and agree the criteria for participation in a pilot scheme
  15. To receive guidance provided by The Royal British Legion regarding Insurance liabilities associated with Remembrance Parades for 2019
  16.   17. To note the North Yorkshire County Council consultation on the renewal of subsidised local bus services in April 2020 is in progress and comments must be submitted by Wednesday 31 July 2019
  18. 'Keep Kirkbymoorside Litter Free'
    1. To note that pursuant to minutes 18266b) and 19016b) on 20th May all local eateries were consulted to determine their interest in supporting the proposed 'Stub it, Bin it' campaign, with a closing date for responses of 31st May 2019
    2. To note that no expressions of interest were received in response to the consultation
    3. To consider and agree the installation of 'Keep Kirkbymoorside Litter Free' notices on all suitable litter bins throughout the town
  19. To receive the Town Mayor's Report
  20. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  21. To receive the Town Clerk's report
